Bill Richardson\u2019s veto<\/a> of the food tax approved during the recent special session of the Legislature.<\/p>\n<p>\u201cHad he indicated three weeks ago that he would not support the legislation, we would have taken a different approach,\u201d Sanchez said. \u201cHe was involved every step of the way. At no time during the\u00a0special session\u00a0did he raise any objections.\u201d<\/p>\n<p>Sanchez said Richardson was \u201cvery clear about what he wouldn\u2019t support,\u201d and that\u2019s why the budget fix \u201cdidn\u2019t include an income-tax increase or a requirement that all corporations pay their fair share of taxes.\u201d<\/p>\n<p>\u201cThe governor\u2019s veto today puts the state\u2019s\u00a0financial future\u00a0at even greater peril,\u201d Sanchez said. \u201cHis approach to balancing the budget relies heavily on general fund reserves and federal stimulus money. While this may work in the short-term and carry him through the end of his term, these are one-time revenue sources.\u201d<\/p>\n<p>\u201cUnless the economy drastically improves, the next governor will have to take action to raise recurring revenue for our state\u2019s budget or make cuts that will impair services to New Mexicans,\u201d he said.<\/p>\n<p>The killing of the food tax came in the form of a line-item veto. Some point out that the New Mexico Constitution specifically allows line-item vetoes in \u201cany bill appropriating money,\u201d but this was not an appropriations bill. Sanchez appeared to reference that in his statement.<\/p>\n<p>\u201cThis action is unprecedented in the state\u2019s history,\u201d he said of the line-item veto. \u201cThe Legislature will look at all appropriate action if it determines the governor has overstepped his veto authority.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Senate Majority Leader Michael Sanchez, D-Belen, says he\u2019s \u201csurprised\u201d by Gov.
