Sen. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=261&#038;Submit=Search\" target=\"_blank\">Mary Jane Garcia<\/a>, D-Do\u00f1a Ana and the majority whip, said a compromise being discussed would have the Senate vote Thursday to stand in recess until mid-April, a few days before the end of the 30-day session.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That would allow senators a couple of weeks to rest and take care of personal business.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/RgmfNADZljI\/AAAAAAAABxE\/aczHObRbhJ8\/s1600-h\/Garcia,+Mary+Jane.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/RgmfNADZljI\/AAAAAAAABxE\/aczHObRbhJ8\/s200\/Garcia,+Mary+Jane.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5046739903146726962\" border=\"0\" \/><\/a>\u201cThat would give us a chance to come back when we\u2019re fresh,\u201d Garcia said. \u201cIt will only take a couple of days to do what we have to do.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But Garcia, who voted against ending the session the previous two times the Senate met, will be at a conference in <st1:country-region st=\"on\"><st1:place st=\"on\">Mexico<\/st1:place><\/st1:country-region> when her colleagues convene on Thursday. Two other Senate Democrats who have opposed ending the session will also be absent, she said. That almost assures that the votes exist to adjourn sine die again on Thursday.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">Key senators who have voted to adjourn twice during the special session, however, may now be willing to consider at least some of the proposals, if <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:City> is willing to deal. Allowing a couple of weeks off, something <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:City> did not permit at the end of the regular session, would be a step in that direction.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Speaker of the House <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=204&#038;Submit=Search\" target=\"_blank\">Ben Lujan<\/a> said the chamber over which he presides would be amenable to the scenario suggested by Garcia. I\u2019m awaiting a statement from <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place>\u2019s office.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Richardson has a number of items he wants approved during the special session, including public financing of judicial campaigns, campaign contribution limits, a state ethics commission, a registry for methamphetamine laboratories, tougher penalties for domestic violence, $208 million for road projects and domestic partner benefits.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/RgmfMwDZliI\/AAAAAAAABw8\/ExGSQl-oCzE\/s1600-h\/Smith,+John+Arthur.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/RgmfMwDZliI\/AAAAAAAABw8\/ExGSQl-oCzE\/s200\/Smith,+John+Arthur.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5046739898851759650\" border=\"0\" \/><\/a>Sen. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=288&#038;Submit=Search\" target=\"_blank\">John Arthur Smith<\/a>, D-Deming and one of three Democrats who voted with Republicans to adjourn sine die on Saturday, sounded open to a compromise, if the conditions are right.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIf we\u2019re going to handle anything other than sine die, it will be ethics and some type of road bill,\u201d Smith said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The Senate isn\u2019t willing to pass the current road bill, GRIP II (GRIP stands for Governor Richardson\u2019s Improvement Plan), because it\u2019s too large and long-term a project, Smith said. The state budget has increased so rapidly in recent years that he and others worry it isn\u2019t sustainable.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But, Smith said, a smaller road-funding bill might be addressed.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/RgmfMwDZlhI\/AAAAAAAABw0\/Kb2ZS-bce1A\/s1600-h\/Rawson,+Lee.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/RgmfMwDZlhI\/AAAAAAAABw0\/Kb2ZS-bce1A\/s200\/Rawson,+Lee.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5046739898851759634\" border=\"0\" \/><\/a>Sen. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=281&amp;Submit=Search\" target=\"_blank\">Leonard Lee Rawson<\/a>, R-Las Cruces and the minority whip, seemed to believe it\u2019s possible the Senate will give <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> what he\u2019s asked for \u2013 an up-or-down vote on the proposals.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIf the governor wants this great vote on these items, then it\u2019s no, no, no, no, no, no, no,\u201d Rawson said. \u201cNothing has changed.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But Rawson didn\u2019t close the door on a productive compromise.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWhat do I expect to happen on Thursday? I think it depends on the message from the executive,\u201d he said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Rawson said the question is whether <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> \u201cis willing to moderate so we can find some common ground.\u201d He believes <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> could probably get approval for two or three bills \u201cif he was serious\u201d about compromise.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Rawson, like Smith, spoke about the road funding bill. Noting that it\u2019s <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>\u2019s proposal, he said it should be funded from the governor\u2019s share of capital outlay, not taken off the top before the remaining money is divided up. The current proposal takes from lawmakers\u2019 funds but gives them no say in how it\u2019s spent, he said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIf he would understand that perspective, I think we could find some common ground,\u201d Rawson said. \u201c\u2026 If he has no flexibility in his position, then we won\u2019t get there.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>There\u2019s talk of a compromise between Gov.
