{"id":14660,"date":"2010-03-16T21:30:45","date_gmt":"2010-03-17T03:30:45","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/?p=14660"},"modified":"2010-03-16T21:30:49","modified_gmt":"2010-03-17T03:30:49","slug":"a-new-tool-to-help-us-oversee-government","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2010\/03\/a-new-tool-to-help-us-oversee-government\/","title":{"rendered":"A new tool to help us oversee government"},"content":{"rendered":"<div id=\"attachment_14662\"  class=\"wp-caption module image alignright\" style=\"max-width: 120px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-14662\" title=\"Rue, Sander\" src=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2010\/03\/Rue-Sander1.jpg\" alt=\"\" width=\"120\" height=\"160\" \/><\/a><p class=\"wp-caption-text\">Sander Rue<\/p><\/div>\n<p><em>\u201cParticulars on government expenditures and taxation should be plain and available to all if the oversight by the people is to be effective.\u201d &#8211; <\/em><a href=\"http:\/\/en.wikipedia.org\/wiki\/Thomas_Jefferson\"><em>Thomas Jefferson<\/em><\/a><\/p>\n<p>With that quote in mind, I introduced <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=195&amp;year=10\">Senate Bill 195<\/a> in the 2010 Legislative session. This bill will create what we\u2019re calling a \u201cSunshine Portal.\u201d Lt. Gov. Diane Denish <a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/03\/sunshine-portal-signed-into-law\/\">signed the bill<\/a> into law on March 5.<\/p>\n<p>The Sunshine Portal is a Web site that will provide every New Mexico citizen with important information on the state\u2019s finances and overall fiscal health. More importantly, with the veil of concealment pulled away, it will provide citizens with information to effectively oversee the operation of state government.<\/p>\n<p>Transparency in government is critical right now. Creating a transparent government helps to overcome the growing mistrust people have with government at all levels.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-9859\" title=\"Guest column\" src=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2009\/12\/Guest-column1.jpg\" alt=\"\" width=\"120\" height=\"60\" \/><\/a><\/p>\n<p>One way to reverse the skepticism many feel toward state government is to open the financial data and the decision-making process to citizens. Armed with real and accurate data, and given the time to consider it, citizens will be more confident and better able to work with elected officials and, if appropriate, challenge some of decisions being made with regard to government investment and spending.<\/p>\n<h3>Information that will be available<\/h3>\n<p>Much significant \u2013 and previously largely unavailable \u2013 information will be in a user-friendly format on the Sunshine Portal. Here is just a brief list of the information the public will be able to find:<\/p>\n<p>\u2022 A directory of all political appointees working in state government by agency, showing each position\u2019s title, salary and political appointee\u2019s name.<\/p>\n<p>\u2022 State agency contracts with a total value of more than $20,000, naming both the recipients and purposes of the contracts.<\/p>\n<p>\u2022 State cash balances by account or fund.<\/p>\n<p>\u2022 Monthly summaries of the state\u2019s investment accounts managed by the State Investment Council.<\/p>\n<p>\u2022 Annual operating budgets for each state agency with monthly expenditures by category.<\/p>\n<p>\u2022 Appropriations for capital projects, identified by location, type and funding source.<\/p>\n<p>\u2022 Links to an open meetings Web site on which each agency will post all scheduled open meetings.<\/p>\n<p>\u2022 An annual summary of the state\u2019s fiscal health, including the state budget, revenue projections and expenditures for the previous fiscal year.<\/p>\n<p>The Sunshine Portal will also provide additional information that will assist the public in understanding state government operations and management of taxpayer dollars. For the first time, the public will have the opportunity to find out how every state agency is managing its budget and contributing to \u2013 or being detrimental to \u2013 the state\u2019s fiscal health.<\/p>\n<h3>Sunshine Portal must be utilized<\/h3>\n<p>With the economy staggering, every dollar state government spends matters. The Sunshine Portal will also provide an opportunity to evaluate whether tax dollars are being spent efficiently and effectively.<\/p>\n<p>The Sunshine Portal is a powerful tool. But like any tool it\u2019s not a magic bullet \u2013 it must be utilized by the citizens to be truly effective.<\/p>\n<p>As citizens, we must recommit ourselves to the true nature of democracy and make real Jefferson\u2019s notion. We must equip ourselves with the information that allows us to effectively oversee the efficiency and effectiveness of government.<\/p>\n<p>When fully operational beginning in July of 2011, the Sunshine Portal will provide the first step in this process.<\/p>\n<p><a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SSRUE\"><em>Rue<\/em><\/a><em> is a Republican state senator from Albuquerque.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Sunshine Portal is a Web site that will provide every New Mexico citizen with important information on the state\u2019s finances and overall fiscal health.
