{"id":1453,"date":"2007-03-22T08:55:00","date_gmt":"2007-03-22T14:55:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2007\/03\/house-works-all-night-passes-most-proposals\/"},"modified":"2007-03-22T08:55:00","modified_gmt":"2007-03-22T14:55:00","slug":"house-works-all-night-passes-most-proposals","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2007\/03\/house-works-all-night-passes-most-proposals\/","title":{"rendered":"House works all night, passes most proposals"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/RgKY8i_zkOI\/AAAAAAAABss\/ivccFmyAP3A\/s1600-h\/Legislature.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/RgKY8i_zkOI\/AAAAAAAABss\/ivccFmyAP3A\/s200\/Legislature.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5044762698562375906\" border=\"0\" \/><\/a>The House ended up working through the night and passed all items on Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson\u2019s<\/a> agenda except one that would place limits on campaign contributions.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The session ended shortly before 7:30 a.m. after a contentious night that included attacks by Republicans against <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> and House Democrats and long debates by exhausted lawmakers on controversial bills.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Most House Democrats who were present went along with approval of the governor\u2019s agenda and Speaker of the House <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=204&#038;Submit=Search\" target=\"_blank\">Ben Lujan\u2019s<\/a> goal that they pass it in one meeting so everyone could go back home. But not all sounded happy about it.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWe usually get a break at least by four or five (a.m.). I think it\u2019s the first time we\u2019ve gone all the way through,\u201d said State Rep. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=186&amp;Submit=Search\" target=\"_blank\">Joseph Cervantes<\/a>, D-Las Cruces. \u201cThe effort expended seems disproportionate to the policy advanced.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The House has recessed subject to the call of the chair, so Lujan could call everyone back again to debate the contribution limits bill, <a href=\"http:\/\/legis.state.nm.us\/lcs\/_session.asp?chamber=H&#038;type=++&amp;number=7&#038;year=07S\" target=\"_blank\">House Bill 7<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Cervantes didn\u2019t know why the bill wasn\u2019t heard, but said he overheard its sponsor, Rep. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=181&amp;Submit=Search\" target=\"_blank\">Gail Chasey<\/a>, D-Albuquerque, ask Lujan to skip over it. Cervantes said there were a number of amendments being circulated, and he suspects that Lujan\u2019s decision might have had to do with the late \u2013 or early \u2013 hour.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">It is a contentious bill. The House passed a version during the regular session that limits gifts to candidates for state offices. The Senate tacked on amendments that would apply the contribution limits to candidates for local offices and political action committees.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That last point proved to be the most debatable. The less-partisan Senate agreed that leveling the playing field involved getting rid of large individual contributions upon which Republicans rely and gifts from groups upon which Democrats rely. The House Democratic leadership, on the other hand, operates the powerful Democratic Legislative Campaign Committee it doesn\u2019t want weakened.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Lujan told the <a href=\"http:\/\/www.abqjournal.com\/news\/apdomestic03-22-07.htm\" target=\"_blank\">Associated Press<\/a> there wasn\u2019t time to scrutinize the bill. He didn\u2019t indicate whether he would call House members back.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Lujan kept Democrats in line through the night, though many didn\u2019t want to be there, which helped defeat the Republicans\u2019 attempt to adjourn sine die. It failed on party line, 36-20 vote.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That forces the Senate to return by Saturday. At this point, a number of Democratic senators plan to vote with Republicans on that day to adjourn sine die again and continue the stalemate.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> will push hard to try to change their minds. If he is unsuccessful, senators could continue to convene every three days long enough to vote to adjourn sine die. <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>\u2019s special session, by law, ends in 30 days.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">However, <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> could call another session if this one expires without the Senate considering his proposals.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">A <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> spokesman had no immediate comment.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Scroll down to read more about what happened last night.<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-style: italic; font-weight: bold;\" class=\"MsoNormal\">Update, 1 p.m.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:City> had this to say in a statement released by his office:<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI am pleased and thankful for the hard work by the House of Representatives, which showed its resolve to complete this important agenda for the people of <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:State>,\u201d he said. \u201cThe stage is set for the Senate to return to work and give an up-or-down vote to these important initiatives. I plan to meet soon with the Senate leadership to discuss the next steps.\u201d<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\u201cI appreciate the time of all of the House members, including the sponsors of the bills who stepped up to the plate and worked tirelessly on behalf of New Mexicans who wanted stronger ethics laws, modern roads, tougher public safety laws and civil rights protections for all citizens,\u201d Richardson added.<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-style: italic;\" class=\"MsoNormal\">A prior version of this posting incorrectly implied that every House Democrat present voted to approve every bill that was considered.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The House ended up working through the night and passed all items on Gov.
