{"id":1451,"date":"2007-03-21T16:00:00","date_gmt":"2007-03-21T22:00:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2007\/03\/house-dems-appear-ready-to-continue-special-session\/"},"modified":"2007-03-21T16:00:00","modified_gmt":"2007-03-21T22:00:00","slug":"house-dems-appear-ready-to-continue-special-session","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2007\/03\/house-dems-appear-ready-to-continue-special-session\/","title":{"rendered":"House Dems appear ready to continue special session"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/RgGrOy_zkMI\/AAAAAAAABsc\/R5naKEW0CtM\/s1600-h\/Legislature.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/RgGrOy_zkMI\/AAAAAAAABsc\/R5naKEW0CtM\/s200\/Legislature.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5044501328327577794\" border=\"0\" \/><\/a>It doesn\u2019t appear that House Republicans have the votes they need to end the special session today, but that doesn\u2019t mean they won\u2019t try.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Minority Whip <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=190&#038;Submit=Search\" target=\"_blank\">Dan Foley<\/a>, R-Roswell, has made several attempts since the House convened more than 90 minutes ago to amend the feed bill for the special session \u2013 first to remove the funding for the Senate since it isn\u2019t working, then to cut the funding for Legislative Council Services to shorten the session, then to remove the funding for the House.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Each failed on a party-line vote, with all 36 Democrats who are present voting against the motions. For the first couple of votes, 24 Republicans were present, and there were later 25 present.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The votes are likely indicators of how Democrats would vote on a motion to adjourn sine die.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The House is still meeting, and sources tell me Republicans will still try to end the special session. In the meantime, there\u2019s a debate going about the need for a special session.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Foley blasted Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson<\/a> early in the debate for leaving the state to campaign in <st1:state st=\"on\">California<\/st1:state> while requiring lawmakers to be in <st1:city st=\"on\"><st1:place st=\"on\">Santa Fe<\/st1:place><\/st1:city>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But a number of Democrats defended the need for the special session. Majority Leader <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=210&amp;Submit=Search\" target=\"_blank\">Ken Martinez<\/a>, D-Grants, explained why he believes each item on the agenda for the session is important.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In an e-mail he sent me while House members were deliberating, Rep. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=185&#038;Submit=Search\" target=\"_blank\">Jose Campos<\/a>, D-Santa Rosa, said he didn\u2019t mind working without receiving per diem, which is what House members are doing since the Senate adjourned without approving the feed bill.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He also defended <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cGov. Richardson\u2019s responsibility is to call for the special session, and our responsibility is to accomplish the people\u2019s work,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Campos<\/st1:place><\/st1:city> told me. \u201c\u2026 As a member of the House of Representatives, I do not need the governor to hold my hand through the legislative session. Today, I am here doing the work I was elected to do, the people\u2019s work.\u201d<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-style: italic; font-weight: bold;\" class=\"MsoNormal\">Update, 4:15 p.m.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Missing from today\u2019s floor session are Las Cruces Democrats Joseph Cervantes, Mary Helen Garcia and Antonio Lujan, in addition to Peter Wirth, D-Santa Fe and George Hanosh, D-Grants. On the Republican side, missing are Brian Moore of Clayton, Eric Youngberg of <st1:city st=\"on\">Albuquerque<\/st1:city> and Dianne Hamilton of <st1:place st=\"on\"><st1:placename st=\"on\">Silver<\/st1:placename>  <st1:placetype st=\"on\">City<\/st1:placetype><\/st1:place>.<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-style: italic; font-weight: bold;\" class=\"MsoNormal\">Update, 4:20 p.m.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The House passed the feed bill on a vote of 47-13 and is considering the domestic violence bill <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> wants passed. An attempt to adjourn sine die could be made during announcements later in the afternoon but another House Republican, Janice Arnold-Jones of <st1:city st=\"on\"><st1:place st=\"on\">Albuquerque<\/st1:place><\/st1:city>, is leaving because of a prior commitment.<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-weight: bold; font-style: italic;\" class=\"MsoNormal\">Update, 5:15 p.m.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The House is currently in recess but will come back tonight to do more work, and may not meet again after that until the Senate returns on Saturday, <a href=\"http:\/\/blogs.scripps.com\/albq\/state\/2007\/03\/house_in_at_2_today.html\" target=\"_blank\">Kate Nash<\/a> is reporting on her blog.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In the meantime, <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> spokesman Gilbert Gallegos had this to say in response to attacks by Foley and others:<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cSome Republicans made similar complaints before the regular session \u2013 that Gov. Richardson could not simultaneously be a strong chief executive and run for president,\u201d Gallegos said. \u201cYet they were forced to admit when the session concluded that it was among the most productive in state history. This special session can be equally productive, if legislators focus on the work at hand.\u201d<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-weight: bold; font-style: italic;\" class=\"MsoNormal\">Update, 6:25 p.m.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Foley really went after <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> today. You can read more about it from the Associated Press by clicking <a href=\"http:\/\/www.abqjournal.com\/news\/apspecialsession03-21-07.htm\" target=\"_blank\">here<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Meanwhile, the House is still in recess while the Judiciary Committee considers some of the bills on the special session agenda.<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-weight: bold; font-style: italic;\" class=\"MsoNormal\">Update, 6:40 p.m.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">After several days of being coy about this week\u2019s campaign schedule, <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>\u2019s people posted it on his campaign <a href=\"http:\/\/www.richardsonforpresident.com\/\" target=\"_blank\">Web site<\/a> today. I and at least one other <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state> political reporter didn\u2019t get it, though we normally receive such e-mails from the campaign.
