{"id":1421,"date":"2007-03-16T14:28:00","date_gmt":"2007-03-16T20:28:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2007\/03\/senators-smell-something-fishy-table-tilapia-farm-bill\/"},"modified":"2007-03-16T14:28:00","modified_gmt":"2007-03-16T20:28:00","slug":"senators-smell-something-fishy-table-tilapia-farm-bill","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2007\/03\/senators-smell-something-fishy-table-tilapia-farm-bill\/","title":{"rendered":"Senators smell something fishy, table tilapia farm bill"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/Rfr-P-6ElRI\/AAAAAAAABmE\/yN5ewS_A-TI\/s1600-h\/Legislature.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/Rfr-P-6ElRI\/AAAAAAAABmE\/yN5ewS_A-TI\/s200\/Legislature.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5042622283332752658\" border=\"0\" \/><\/a>A number of senators smelled something fishy in a proposal that had been on the fast-track through the Legislature to fund a fish farm in <st1:place st=\"on\"><st1:placename st=\"on\">Hidalgo<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place>.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">After a lengthy discussion, they tabled a bill related to the proposal on Thursday night.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a href=\"http:\/\/legis.state.nm.us\/lcs\/_session.asp?w=com&#038;year=07&amp;chamber=S&#038;type=++&amp;number=1130\" target=\"_blank\">Senate Bill 1130<\/a>, sponsored by President Pro Tem <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=250&#038;Submit=Search\" target=\"_blank\">Ben Altamirano<\/a>, <st1:place st=\"on\"><st1:placename st=\"on\">D-Silver<\/st1:placename>  <st1:placetype st=\"on\">City<\/st1:placetype><\/st1:place>, would have set aside $30 million in state funds to back a loan for a company.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The bill, which had the backing of Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson<\/a>, was indefinitely tabled.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/Rfr-Ve6ElSI\/AAAAAAAABmM\/J218cNjCNUo\/s1600-h\/Cope,+Johnny.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/Rfr-Ve6ElSI\/AAAAAAAABmM\/J218cNjCNUo\/s200\/Cope,+Johnny.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5042622377822033186\" border=\"0\" \/><\/a>It\u2019s one of at least six bills that until Thursday had been moving quickly through the system. Together, the bills would build the tilapia farm with a lot of state money and very little risk to the company. According to the <a href=\"http:\/\/www.abqjournal.com\/news\/xgr\/547204xgr03-16-07.htm\" target=\"_blank\">Albuquerque Journal<\/a>, one of the directors of the <a href=\"http:\/\/www.nmprc.state.nm.us\/cgi-bin\/prcdtl.cgi?2801173+NM+TILAPIA+CORPORATION\" target=\"_blank\">New Mexico Tilapia Corporation<\/a> is Johnny Cope of <st1:city st=\"on\">Hobbs<\/st1:city>, a close friend of <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> and the chairman of the <a href=\"http:\/\/www.nmshtd.state.nm.us\/main.asp?secid=11395\" target=\"_blank\">New Mexico Transportation Commission<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The company is only four months old and, senators noted during Thursday\u2019s debate, largely unknown. Many knew nothing about the company or why the proposal was being brought before them, and raised a number of questions. Answers didn\u2019t seem to satisfy them.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI don\u2019t believe it is a good idea,\u201d the Journal quoted Sen. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=255&#038;Submit=Search\" target=\"_blank\">Joe Carraro<\/a>, R-Albuquerque, as saying.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt just sounded bad from the start,\u201d the newspaper quoted Sen. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=309&amp;Submit=Search\" target=\"_blank\">Gerald Ortiz y Pino<\/a>, D-Albuquerque, as saying.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Cope isn\u2019t the only big name tied to the company. Lobbyists for the company include former Gov. Toney Anaya and former House Speaker Raymond G. Sanchez, the Journal reported.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">House Republicans also complained about the bills in a news release that went out Thursday. It stated that bonding, funding and water were all being proposed for the company \u201cunder the guise of economic development.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">One of the bills was heard Thursday by the House Energy and Natural Resources Committee, the release states. The bill initially failed, but Democrats were called back to revote, and the bill passed.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Sources tell me one of those who changed her vote was Rep. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=316&#038;Submit=Search\" target=\"_blank\">Joni Gutierrez<\/a>, D-Las Cruces, who was under heavy pressure from Speaker of the House <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=204&amp;Submit=Search\" target=\"_blank\">Ben Lujan<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cNew Mexico Tilapia Corporation is spearheading this project, yet it appears there is no private capital being provided,\u201d the release states. \u201cIt is unclear whether those who are actively promoting this project at the Legislature are investing their own money.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWhy is the <st1:state st=\"on\"><st1:place st=\"on\">New   Mexico<\/st1:place><\/st1:state> taxpayer being asked to bear the burden of a project that should be funded by the private sector?\u201d it asks.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Public\/private economic development projects are legal and not unusual, but normally require a great deal of public scrutiny.
