{"id":1384,"date":"2007-03-11T17:25:00","date_gmt":"2007-03-11T23:25:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2007\/03\/attempt-to-bring-back-affordable-housing-bill-fails\/"},"modified":"2007-03-11T17:25:00","modified_gmt":"2007-03-11T23:25:00","slug":"attempt-to-bring-back-affordable-housing-bill-fails","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2007\/03\/attempt-to-bring-back-affordable-housing-bill-fails\/","title":{"rendered":"Attempt to bring back affordable housing bill fails"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/RfSQI-6EkSI\/AAAAAAAABeQ\/W5xG92RMT1E\/s1600-h\/Legislature.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/RfSQI-6EkSI\/AAAAAAAABeQ\/W5xG92RMT1E\/s200\/Legislature.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5040812366934348066\" border=\"0\" \/><\/a>Supporters of a proposal to remake the state\u2019s affordable housing system failed today in an attempt to have the House Business and Industry Committee reconsider a bill it had previously tabled.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">There\u2019s a chance the bill will come back up for reconsideration, and two related bills have yet to be heard by the committee.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Minority Leader <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=233&#038;Submit=Search\" target=\"_blank\">Tom Taylor<\/a>, R-Farmington and a member of the committee, made a motion today to bring back <a href=\"http:\/\/legis.state.nm.us\/lcs\/_session.asp?w=com&#038;year=07&#038;chamber=H&#038;type=++&#038;number=997\" target=\"_blank\">House Bill 997<\/a>, sponsored by Rep. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=180&amp;Submit=Search\" target=\"_blank\">Janice Arnold-Jones<\/a>, R-Albuquerque, for consideration. The bill was tabled last week on a vote of 6-5.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">On the same 6-5 vote, <st1:city st=\"on\"><st1:place st=\"on\">Taylor<\/st1:place><\/st1:city>\u2019s motion was shot down today. Voting against it were Democratic Reps. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=221&#038;Submit=Search\" target=\"_blank\">Debbie Rodella<\/a> of Ohkay Owingeh, the committee\u2019s chair; <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=196&#038;Submit=Search\" target=\"_blank\">George Hanosh<\/a> of Grants, the vice chair; <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=332&#038;Submit=Search\" target=\"_blank\">Andrew Barreras<\/a> of Tome; <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=185&#038;Submit=Search\" target=\"_blank\">Jose Campos<\/a> of Santa Rosa; <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=328&#038;Submit=Search\" target=\"_blank\">Thomas Garcia<\/a> of Ocate; and <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=241&#038;Submit=Search\" target=\"_blank\">Richard Vigil<\/a> of Ribera.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/RfSQFO6EkRI\/AAAAAAAABeI\/h2AX2uB0MP8\/s1600-h\/Arnold-Jones,+Janice.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/RfSQFO6EkRI\/AAAAAAAABeI\/h2AX2uB0MP8\/s200\/Arnold-Jones,+Janice.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5040812302509838610\" border=\"0\" \/><\/a>The proposal would fund a probe by the <a href=\"http:\/\/legis.state.nm.us\/lcs\/lfc\/lfcdefault.asp\" target=\"_blank\">Legislative Finance Committee<\/a> to determine the extent of the mismanagement of money that led to the state housing authority system crumbling last year in scandal. It would also replace the authorities with a new system overseen by the <a href=\"http:\/\/www.nmmfa.org\/\" target=\"_blank\">New Mexico Mortgage Finance Authority<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">There\u2019s still a chance Arnold-Jones\u2019 bill will be brought back. Vigil told Arnold-Jones just before today\u2019s hearing that \u201cwe\u2019ll look at it Tuesday,\u201d the next time the committee meets.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In addition to the possibility that Arnold-Jones\u2019 bill will be reconsidered then, supporters of the proposal are negotiating to try to get its mirror bill, <a href=\"http:\/\/legis.state.nm.us\/lcs\/_session.asp?w=com&#038;year=07&#038;chamber=S&#038;type=++&#038;number=519\" target=\"_blank\">Senate Bill 519<\/a>, sponsored by Sen. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=277&#038;Submit=Search\" target=\"_blank\">Mary Kay Papen<\/a>, D-Las Cruces, heard by the committee on the same day.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Also outstanding is <a href=\"http:\/\/www.haussamen.com\/HouseBill1321.pdf\" target=\"_blank\">House Bill 1321<\/a>, is sponsored by Minority Whip <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=190&amp;Submit=Search\" target=\"_blank\">Dan Foley<\/a>, R-Roswell, which would fund the LFC investigation but not remake the authorities. That bill was introduced last week in response to concerns that the Business and Industry Committee and Speaker of the House <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=204&amp;Submit=Search\" target=\"_blank\">Ben Lujan<\/a> are trying to kill the Papen and Arnold-Jones bills.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Lujan is a close ally of Vincent \u201cSmiley\u201d Gallegos, a lobbyist, former lawmaker and former director of the Albuquerque-based Region III Housing Authority, which defaulted on $5 million in bonds it owed the state last year.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In addition to that bond money, Arnold-Jones said the authorities have more than $88 million in outstanding bonds.
