The Senate previously approved the measure on a vote of 31-11, and Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson<\/a> has said he will sign it.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a href=\"http:\/\/legis.state.nm.us\/lcs\/_session.asp?w=com&#038;year=07&#038;chamber=S&#038;type=++&#038;number=10\" target=\"_blank\">Senate Bill 10<\/a>, sponsored by Sen. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=261&#038;Submit=Search\" target=\"_blank\">Mary Jane Garcia<\/a>, D-Do\u00f1a Ana, makes the first offense a petty misdemeanor punishable by up to six months in prison. A second offense is a misdemeanor punishable by up to a year in prison, and further offenses are fourth-degree felonies punishable by up to 18 months in prison.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/RfCm1xXOvHI\/AAAAAAAABbY\/dSNssVlSByo\/s1600-h\/Garcia,+Mary+Jane.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/RfCm1xXOvHI\/AAAAAAAABbY\/dSNssVlSByo\/s200\/Garcia,+Mary+Jane.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5039711425741634674\" border=\"0\" \/><\/a>\u201cI am so happy that the Legislature has enacted the will of 81 percent of our citizens and finally voted to ban this brutal act,\u201d Garcia said. \u201cI want to thank my colleagues and all the members of the public who contacted their legislators, came to the hearings and gave so much support to me personally throughout this challenging process.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Garcia has fought for the controversial ban for 18 years. This is the first time it has passed the House and Senate.<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-weight: bold; font-style: italic;\" class=\"MsoNormal\">Update, 5:30 p.m.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\">Richardson<\/st1:City>\u2019s office just issued this statement from the governor: \u201cI am proud that <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:State> will now soon move beyond cockfighting and join the 48 states that have already banned this outdated practice.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On a vote of 49-20, the House has just approved a statewide ban on cockfighting.
