Tracking the candidates, political committees and nonprofits that are making this presidential election the most expensive in history.\u00a0<a href=\"https:\/\/www.publicintegrity.org\/politics\/buying-president-2016?utm_campaign=syndication&amp;utm_source=yahoo-news&amp;utm_medium=taxonomy-link\" target=\"_blank\">Click here<\/a> to read more stories in this investigation.\u00a0This story was co-published with <a href=\"http:\/\/www.pbs.org\/newshour\/updates\/campaign-finance-data-shows-lobbyists-favor-marco-rubio-in-gop-race\/\" target=\"_blank\">PBS Newshour<\/a>.<\/p>\n<\/aside>\n<p>These lobbyists represent a range of interests, spanning from blue-chip companies such as AT&amp;T, Goldman Sachs and 21st Century Fox to trade associations such as the Private Equity Growth Capital Council and Satellite Industry Association.<\/p>\n<p>Rubio\u2019s reliance on K Street money could be less of a boon than a burden during an election season in which insurgents such as real estate tycoon <a href=\"https:\/\/www.publicintegrity.org\/2015\/06\/16\/17488\/9-things-know-about-donald-trump\" target=\"_blank\">Donald Trump<\/a> and firebrand Sen. <a href=\"https:\/\/www.publicintegrity.org\/2015\/03\/23\/16947\/ted-cruzs-presidential-cash-hunt-commences\" target=\"_blank\">Ted Cruz<\/a> of Texas have so far won nearly every primary or caucus.<\/p>\n<p>\u201cRepublican voters are turned off by the big money,\u201d said John Pudner, the executive director of <a href=\"http:\/\/takeback.org\/about\/\" target=\"_blank\">Take Back Our Republic<\/a>, a conservative campaign finance reform organization.<\/p>\n<p>Pudner, who previously served as Republican Rep. Dave Brat\u2019s campaign manager, added that money from lobbyists is \u201cbecoming more and more of a liability\u201d as voters are increasingly worried that \u201ccampaign contributions are traded for their tax dollars.\u201d<\/p>\n<p>Thus far, support from professional influencers hasn\u2019t helped Rubio much. He trails badly in the delegate race, and he now faces a critical test in his home state of Florida, which hosts its primary Tuesday.<\/p>\n<p>Lobbyists \u2014 who sometimes seek to leverage their connections and convert access into influence for clients \u2014 can boost a candidate&#8217;s war chest in two ways.<!--more--><\/p>\n<p>First, they may directly donate to a campaign. They may also steer other donors toward a candidate, a fundraising practice called &#8220;bundling.&#8221;<\/p>\n<p>Because individuals are limited in how much they can directly donate to federal politicians, pooling donations together in \u201cbundles\u201d is one way people attempt to gain more clout.<\/p>\n<p>Legislation passed in 2007 following the <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/linkset\/2005\/06\/22\/LI2005062200936.html\" target=\"_blank\">Jack Abramoff lobbying scandal<\/a> has required lobbyists to disclose information about their bundling activities. Campaigns are not required to disclose the names of bundlers who are not lobbyists.<\/p>\n<p>Rubio, an incumbent U.S. senator from Florida whose campaign did not respond to requests for comment, has benefitted from lobbyists aiding him in both ways.<\/p>\n<p>Lobbyists acting as bundlers raised <a href=\"https:\/\/www.publicintegrity.org\/2016\/03\/14\/19409\/gop-presidential-candidates-boosted-lobbyist-bundlers\" target=\"_blank\">nearly $1.2 million<\/a> for Rubio&#8217;s campaign last year, according to a <a href=\"http:\/\/www.publicintegrity.org\/\" target=\"_blank\">Center for Public Integrity<\/a>\u00a0review of the most recent filings with the Federal Election Commission.<\/p>\n<p>That was only a fraction of the $36 million Rubio raised last year, but it was a <a href=\"https:\/\/www.publicintegrity.org\/2016\/03\/14\/19409\/gop-presidential-candidates-boosted-lobbyist-bundlers\" target=\"_blank\">larger dollar amount<\/a> than either of the two other GOP contenders who had support from registered lobbyists working as fundraisers.<\/p>\n<p>Former Florida Gov. <a href=\"https:\/\/www.publicintegrity.org\/2015\/06\/15\/17142\/12-things-know-about-jeb-bush\" target=\"_blank\">Jeb Bush<\/a> collected about $635,000 from lobbyists acting as campaign bundlers last year, and New Jersey Gov. <a href=\"https:\/\/www.publicintegrity.org\/2015\/06\/30\/17582\/9-things-know-about-chris-christie\" target=\"_blank\">Chris Christie<\/a> got about $23,000 from his sole lobbyist-bundler.<\/p>\n<p>Furthermore, data the <a href=\"http:\/\/www.publicintegrity.org\/\" target=\"_blank\">Center for Public Integrity<\/a> obtained from the nonpartisan <a href=\"http:\/\/www.opensecrets.org\/\" target=\"_blank\">Center for Responsive Politics<\/a>, which tracks money in politics, shows that federal lobbyists who were active in 2015 personally donated <a href=\"https:\/\/www.publicintegrity.org\/2016\/03\/14\/19408\/donations-lobbyists-gop-presidential-candidates\" target=\"_blank\">more than $294,000<\/a> to Rubio&#8217;s campaign last year.<\/p>\n<p>That ranked him second among GOP presidential hopefuls in terms of direct contributions \u2014 and was nearly as much as the\u00a0<a href=\"https:\/\/www.publicintegrity.org\/2016\/03\/14\/19408\/donations-lobbyists-gop-presidential-candidates\" target=\"_blank\">roughly $340,000<\/a> lobbyists donated to Bush, the top beneficiary.<\/p>\n<p>With Bush now out of the presidential race, Rubio has been making overtures to former Bush donors to support his campaign \u2014 and winning several over.<\/p>\n<p>Rubio \u201cwas the logical place for me to go once Jeb Bush decided he would suspend his campaign,\u201d said <a href=\"https:\/\/www.naw.org\/about\/team.php\" target=\"_blank\">Dirk Van Dongen<\/a>, the longtime head of the National Association of Wholesaler-Distributors, who raised nearly $70,000 for Bush last year, according to federal campaign finance records.<\/p>\n<p>\u201c[Rubio] is very much the future of this party,\u201d Van Dongen continued. \u201cI like him a lot. I respect him a lot.\u201d<\/p>\n<p>Why has Rubio been so successful winning K Street fans? Lobbyists often line up behind the party\u2019s likely nominee, political observers say.<\/p>\n<p>Sheila Krumholz, executive director of the Center for Responsive Politics, said Bush and Rubio were seen \u201cas good, even safe, bets \u2014 obvious targets for those who wanted to curry favor with those considered most likely to be the presidential nominee.\u201d<\/p>\n<p>With Bush now out of the race, many view Rubio as the establishment\u2019s choice \u2014 although he\u2019s still facing opposition on that front from Ohio Gov.\u00a0<a href=\"https:\/\/www.publicintegrity.org\/2015\/07\/21\/17209\/9-things-know-about-john-kasich\" target=\"_blank\">John Kasich<\/a>.<\/p>\n<p>Meanwhile, Trump and Cruz, the two GOP contenders to have seen the least amount of support from the Republican establishment, continue to dominate at the polls.<\/p>\n<p>For his part, Trump \u2014 who is <a href=\"https:\/\/www.publicintegrity.org\/2016\/02\/25\/19366\/small-businesses-trump-just-get-somebody-different-there\" target=\"_blank\">mostly self-funding<\/a> his campaign \u2014 <a href=\"https:\/\/twitter.com\/realdonaldtrump\/status\/703601762876305409\" target=\"_blank\">has accused<\/a> both Cruz and Rubio of being \u201ccontrolled by the lobbyists and special interests.\u201d<\/p>\n<p><a href=\"http:\/\/mervenne.com\/aboutus.html\" target=\"_blank\">Anne Mervenne<\/a> of Michigan is one lobbyist who\u2019s been torn between Rubio and Kasich.<\/p>\n<p>The president of her own firm, Mervenne &amp; Company, she typically works with nonprofit clients such as the United Way for Southeastern Michigan, the Children\u2019s Hospital of Michigan and the Hope Network, a Christian organization that helps people with disabilities live independently.<\/p>\n<p>Mervenne donated to both Rubio and Kasich last year, giving Kasich $500 in September and Rubio the legal maximum of $2,700 in December.<\/p>\n<p>\u201cI\u2019m establishment,\u201d Mervenne said. \u201cI\u2019m not ashamed to say that.\u201d<\/p>\n<p>But just days before Michigan\u2019s March 8 primary, Mervenne \u2014 who said she\u2019s afraid of Trump\u2019s \u201cfearmongering\u201d and \u201cinflammatory language\u201d \u2014 decided to go all in for Kasich over Rubio. She joined his leadership team in the Wolverine State and said she would be \u201cmaxing out\u201d her contribution to him as well.<\/p>\n<p><a href=\"http:\/\/prime-policy.com\/team\/charlie-black\/\" target=\"_blank\">Charlie Black<\/a> of Virginia \u2014 chairman of the Prime Policy Group and one of the country\u2019s leading GOP political strategists \u2014 is among the lobbyists who have remained neutral during the Republican presidential primary.<\/p>\n<p>That\u2019s because he still has multiple friends in the race, Black said.<\/p>\n<p>On March 31, two weeks before Rubio officially became a presidential candidate, Black donated $2,700 to a joint fundraising outfit benefiting Rubio\u2019s now-defunct Senate campaign and his leadership PAC<\/p>\n<p>As a senator, Black said, Rubio \u201cdid a good job of being available at fundraisers,\u201d which allowed lobbyists the opportunity to get to know him.<\/p>\n<p>Other lobbyists contacted by the <a href=\"http:\/\/www.publicintegrity.org\/\" target=\"_blank\">Center for Public Integrity<\/a> were more reluctant to talk.<\/p>\n<p>All five of Rubio\u2019s top lobbyist-bundlers either declined to comment or failed to respond to interview requests, namely:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.akingump.com\/en\/lawyers-advisors\/geoffrey-k-verhoff.html\" target=\"_blank\">Geoff Verhoff<\/a> of Akin Gump, who raised more than $790,000 for Rubio last year;<\/li>\n<li><a href=\"http:\/\/www.wileyrein.com\/professionals-ScottWeaver.html\" target=\"_blank\">Scott Weaver<\/a> of Wiley Rein, who raised about $180,000;<\/li>\n<li>Joseph C. Wall of <a href=\"http:\/\/www.goldmansachs.com\/\" target=\"_blank\">Goldman Sachs<\/a>, who raised more than $140,000;<\/li>\n<li><a href=\"https:\/\/www.cov.com\/en\/professionals\/z\/roger-zakheim\" target=\"_blank\">Roger Zakheim<\/a> of Covington &amp; Burling, who raised about $43,000; and<\/li>\n<li>Brian Johnson of the <a href=\"http:\/\/www.americanpetroleuminstitute.com\/\" target=\"_blank\">American Petroleum Institute<\/a>, who raised about $20,000.<\/li>\n<\/ul>\n<p>Verhoff\u2019s recent clients include the International Franchise Association, the National Auto Dealers Association and the Private Equity Growth Capital Council. Weaver\u2019s clients include 21st Century Fox, AT&amp;T and the Satellite Industry Association.<\/p>\n<p>According to a database of fundraising materials maintained by the <a href=\"http:\/\/politicalpartytime.org\/\" target=\"_blank\">Sunlight Foundation<\/a>, Verhoff, Weaver and Wall, of Goldman Sachs, were among the hosts of a pro-Rubio fundraiser in January at a <a href=\"http:\/\/politicalpartytime.org\/party\/40699\/\" target=\"_blank\">Texas-style barbecue restaurant<\/a> in downtown Washington, D.C., as well as a D.C. event last May billed as \u201c<a href=\"http:\/\/politicalpartytime.org\/party\/39337\/\" target=\"_blank\">Mojitos with Marco<\/a>.\u201d<\/p>\n<p>One trade association lobbyist who donated to Rubio \u2014 and who refused to be quoted by name because his employer has not endorsed a candidate in the 2016 presidential race \u2014 said the Florida senator \u201ccould inspire the country \u2026 much like Ronald Reagan.\u201d<\/p>\n<p>\u201cI don\u2019t see him as an establishment figure,\u201d the lobbyist added. \u201cMarco Rubio was an outsider when he ran against Charlie Crist.\u201d<\/p>\n<p>In 2010, Rubio rode a wave of tea party enthusiasm into office, beating out Crist, the outgoing Florida governor who had switched from being a Republican to an independent during the race. The three-way contest also featured Democrat Kendrick Meek.<\/p>\n<p>In the U.S. Senate, many conservative groups have given Rubio high marks \u2014 although his work on a bipartisan immigration reform bill has dogged his presidential campaign.<\/p>\n<p>In 2014, Rubio earned a perfect <a href=\"http:\/\/congress.freedomworks.org\/keyvotes\/senate\/2014#state=FL\" target=\"_blank\">100 percent score<\/a> from the conservative group FreedomWorks. That same year, Rubio earned a <a href=\"http:\/\/www.clubforgrowth.org\/scorecards\/?chamber=-1&amp;scyear=2014\" target=\"_blank\">92 percent score<\/a> from the anti-tax organization Club for Growth.<\/p>\n<p>As a senator \u2014 and now as a presidential candidate \u2014 Rubio has emphasized a hawkish foreign policy, free trade policies and an opposition to new taxes.<\/p>\n<p>His proposed tax plan would cut the regular tax rate on capital gains and dividends to 0 percent.<\/p>\n<p>He\u2019s also called for repeal of many of President Barack Obama\u2019s signature initiatives, including the president\u2019s health care overhaul and nuclear deal with Iran.<\/p>\n<p>Now on the verge of elimination in the GOP presidential race, Rubio needs even more campaign cash to compete. He began February with just $5 million in the bank.<\/p>\n<p>Beyond his campaign committee, two big-money outside groups <a href=\"https:\/\/www.publicintegrity.org\/2016\/01\/21\/19164\/tracking-tv-ads-2016-presidential-race\" target=\"_blank\">have also aided Rubio<\/a>. One is the Conservative Solutions Project, a nonprofit group that\u00a0<a href=\"http:\/\/bigstory.ap.org\/article\/5926406673b047a7a34f1177e01014da\/anonymous-donors-send-millions-pro-rubio-group\" target=\"_blank\">doesn\u2019t disclose its donors<\/a>.
