{"id":13291,"date":"2010-02-17T23:21:59","date_gmt":"2010-02-18T06:21:59","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/?p=13291"},"modified":"2010-02-18T01:18:13","modified_gmt":"2010-02-18T08:18:13","slug":"house-approves-sunshine-portal-with-exempts%e2%80%99-names","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2010\/02\/house-approves-sunshine-portal-with-exempts%e2%80%99-names\/","title":{"rendered":"House approves Sunshine Portal with exempts\u2019 names"},"content":{"rendered":"<div id=\"attachment_12540\"  class=\"wp-caption module image alignright\" style=\"max-width: 300px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-12540\" title=\"Roundhouse\" src=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2010\/02\/Roundhouse-300x226.jpg\" alt=\"\" width=\"300\" height=\"226\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2010\/02\/Roundhouse-300x226.jpg 300w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2010\/02\/Roundhouse.jpg 316w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><p class=\"wp-caption-text\">The Roundhouse in Santa Fe (Photo by Heath Haussamen)<\/p><\/div>\n<p>The House has easily approved the creation of a publicly accessible, online database of financial information from government agencies in New Mexico that would include the names of exempt employees but not classified employees.<\/p>\n<p><a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=195&amp;year=10\">Senate Bill 195<\/a>, sponsored by\u00a0<a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SSRUE\">Sander Rue<\/a>, R-Albuquerque, was amended by the House to include the names of all exempt employees \u2013 sometimes referred to as \u201cpolitical appointees \u2013 in the database, but not the names of some 27,000 classified employees. The change means the bill has to go back to the Senate for concurrence before it can head to the governor for action.<\/p>\n<p>The bill passed the House on a vote of 65-1.<\/p>\n<p>Whether to include employee names in the database has been the sticking point. Rue\u2019s legislation didn\u2019t start out including employee names in the so-called \u201cSunshine Portal,\u201d but the Senate added a provision including the names in the proposed database in before unanimously approving the bill.<\/p>\n<p>But the House Judiciary Committee OK\u2019d the legislation only after taking employee names back out of it. That was proposed by Majority Leader <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HMART\">Ken Martinez<\/a>, D-Grants.<\/p>\n<p>Then it was Martinez who, on the House floor late Wednesday, proposed adding back in the names of exempt employees but not classified employees.<\/p>\n<p>\u201cThis is trying to strike the balance,\u201d he said.<\/p>\n<p>Republican Reps. <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HKINT\">Dennis Kintigh<\/a> and <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HROCH\">Dennis Roch<\/a> said they preferred having all employee names included in the database.<\/p>\n<p>\u201cIt doesn\u2019t quite go as far as some of us would like,\u201d Roch said of the Martinez amendment.<\/p>\n<p>But no one else spoke in favor of including all names in the database during House debate, and Kintigh decided against proposing an amendment that would have included them all.<\/p>\n<p>So, as passed by the House, the bill would create an online database of all sorts of government financial information, including the salaries and titles of all state employees \u2013 and the names of exempt employees.
