{"id":1322,"date":"2007-02-27T17:33:00","date_gmt":"2007-02-27T23:33:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2007\/02\/senate-again-kills-conference-committee-proposal\/"},"modified":"2007-02-27T17:33:00","modified_gmt":"2007-02-27T23:33:00","slug":"senate-again-kills-conference-committee-proposal","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2007\/02\/senate-again-kills-conference-committee-proposal\/","title":{"rendered":"Senate again kills conference committee proposal"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/ReS_-YdWFqI\/AAAAAAAABNo\/3YOenZ_S2gw\/s1600-h\/Legislature.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/ReS_-YdWFqI\/AAAAAAAABNo\/3YOenZ_S2gw\/s200\/Legislature.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5036361361745385122\" border=\"0\" \/><\/a>The Senate has just voted to kill another proposal to open legislative conference committees to the public.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">On a vote of 20-21, <a href=\"http:\/\/legis.state.nm.us\/lcs\/_session.asp?w=com&#038;year=07&#038;chamber=S&#038;type=++&#038;number=322\" target=\"_blank\">Senate Bill 322<\/a>, sponsored by <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=255&#038;Submit=Search\" target=\"_blank\">Joe Carraro<\/a>, R-Albuquerque, died.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">The resolution came after a bizarre afternoon in which the Senate at first passed the bill on a vote of 19-18 with Sen. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=277&amp;Submit=Search\" target=\"_blank\">Mary Kay Papen<\/a>, D-Las Cruces, voting in favor of it, Kate Nash of the <a href=\"http:\/\/blogs.scripps.com\/albq\/state\/2007\/02\/open_conference_committees_pas.html\" target=\"_blank\">Albuquerque Tribune<\/a> reported. Papen then made a motion to reconsider the proposal, which passed 21-20.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Following more than an hour of debate after that, Papen and 20 others voted to kill Carraro\u2019s proposal.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/ReTACYdWFrI\/AAAAAAAABNw\/LcPb9xodp5c\/s1600-h\/Carraro,+Joe.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/ReTACYdWFrI\/AAAAAAAABNw\/LcPb9xodp5c\/s200\/Carraro,+Joe.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5036361430464861874\" border=\"0\" \/><\/a>Carraro\u2019s bill was different than another proposal that was killed by the Senate earlier this month on a vote of 20-19 in that it specified that the public could be present but could not participate in conference committees, and that political parties would have proportional representation on committees.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Sen. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=283&#038;Submit=Search\" target=\"_blank\">Nancy Rodriguez<\/a>, D-Santa Fe, who voted against a similar proposal two weeks ago, voted for Carraro\u2019s today. She told Steve Terrell of the <a href=\"http:\/\/blogs.freenewmexican.com\/terrell\" target=\"_blank\">Santa Fe New Mexican<\/a> that was because the previous bill didn\u2019t address issues about confidentiality, but her questions have since been answered.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI have no problem with open meetings,\u201d Terrell quoted her as saying.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Sens. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=279&amp;Submit=Search\" target=\"_blank\">John Pinto<\/a>, D-Tohatchi, and <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=326&#038;Submit=Search\" target=\"_blank\">David Ulibarri<\/a>, D-Grants, voted to open conference committees two weeks ago, but switched sides and voted to kill the proposal this time.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Sen. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=272&amp;Submit=Search\" target=\"_blank\">Linda Lopez<\/a>, D-Albuquerque, was the only member absent.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The Senate might have to take up the issue a third time this session, if <a href=\"http:\/\/legis.state.nm.us\/lcs\/_session.asp?w=com&#038;year=07&#038;chamber=H&#038;type=++&#038;number=297\" target=\"_blank\">House Bill 297<\/a>, sponsored by State Rep. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=186&#038;Submit=Search\" target=\"_blank\">Joseph Cervantes<\/a>, D-Las Cruces, or <a href=\"http:\/\/legis.state.nm.us\/lcs\/_session.asp?w=com&#038;year=07&#038;chamber=H&#038;type=CR&#038;number=1\" target=\"_blank\">House Concurrent Resolution 1<\/a>, sponsored by Majority Leader <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=210\" target=\"_blank\">Ken Martinez<\/a> of Grants, is approved by the House.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Senate has just voted to kill another proposal to open legislative conference committees to the public.
