Bill Richardson\u2019s proposed new gaming compacts with 11 of the state\u2019s 13 tribes is asking for one change but won\u2019t seek to prohibit off-reservation casinos, though the idea was discussed this weekend.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The committee voted Sunday to recommend that the compacts require tribes to set aside slot money for infrastructure on reservations that don\u2019t have casinos, the <a href=\"http:\/\/www.abqjournal.com\/xgr\/541651xgr02-26-07.htm\" target=\"_blank\">Albuquerque Journal<\/a> reported. That could produce $6 million annually for those tribes.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Richardson and the tribes must now discuss the proposed changes, which will also need approval of the Legislature.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Under the current compacts, which expire in 2015, tribes pay about 8 percent of slot revenue to the state. The deal <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> proposes would last until 2045 and would increase the amount given to the state based on a scale, with the wealthiest casinos paying 9.75 percent, which would later increase to 10.75 percent, the Journal reported.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That will amount to at least $1 billion in additional revenue for the state over the life of the agreement, the governor\u2019s office estimates.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">One controversial proposal that didn\u2019t make its way into the recommended changes to the governor would have banned off-reservation casinos, according to the <a href=\"http:\/\/www.freenewmexican.com\/news\/57513.html\" target=\"_blank\">Santa Fe New Mexican<\/a>. That proposal would have effectively killed the proposal by the Jemez Pueblo and <st1:city st=\"on\"><st1:place st=\"on\">Santa Fe<\/st1:place><\/st1:city> art dealer and developer Gerald Peters to build a casino in Anthony.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The proposal was made by Sen. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=307&amp;Submit=Search\" target=\"_blank\">Steven Neville<\/a>, R-San Juan.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But Jemez Gov. Raymond Gachupin, according to the New Mexican, urged lawmakers to not block his pueblo\u2019s proposal, pointing out that the pueblo is going through the process set in place in federal law.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThere is a national frenzy against off-reservation gaming,\u201d he said, according to the New Mexican. \u201cLet the Jemez casino go through and have its chance.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Lawmakers apparently decided to do just that.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A legislative panel reviewing Gov.
