Bill Richardson delivered a well-received speech to the <a href=\"http:\/\/www.csis.org\/\" target=\"_blank\">Center for Strategic and International Studies<\/a> on Thursday as he laid out his plans to deal with the world\u2019s most pressing issues by restoring <st1:country-region st=\"on\">America<\/st1:country-region>\u2019s respect for other nations and rebuilding <st1:country-region st=\"on\"><st1:place st=\"on\">U.S.<\/st1:place><\/st1:country-region> leadership.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">You can watch the speech by clicking <a href=\"http:\/\/media.csis.org\/csistv\/070208_richardson.html\" target=\"_blank\">here<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Using wit and quotable one-liners, Richardson was highly critical of the Bush Administration as he detailed what he said are the six trends that are transforming the world and his plan to address them.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Those issues are:<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 \u201cFanatic Jihadism\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 Growing criminal and terrorist enterprises<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 The rise of <st1:place st=\"on\">Asia<\/st1:place><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 The reemergence of <st1:country-region st=\"on\"><st1:place st=\"on\">Russia<\/st1:place><\/st1:country-region><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 Globalization<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 Health and environmental issues that include global warming<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">On these issues, <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> said, the Bush Administration has been guided more by \u201cwishful thinking than reality,\u201d by \u201cdogma\u201d instead of \u201cfact,\u201d by \u201cideology\u201d instead of \u201chistory.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">As a result, <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> said, \u201cthey\u2019ve emboldened our enemies and isolated us from our friends. \u2026 They\u2019ve confused our moral compass and compromised our national security.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That has happened, <st1:city st=\"on\">Richardson<\/st1:city> said, because the president has used threats instead of diplomacy, has disregarded the opinions of the international community and has isolated the <st1:country-region st=\"on\"><st1:place st=\"on\">United States<\/st1:place><\/st1:country-region>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said he would, as president, lead the nation down a different path.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThis is a path not of hard words, but of hard work, a path of moral strength, not pious judgments, a path of strong diplomacy backed up by a strong military and strong alliances,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said. \u201cThis is the path of American leadership, a path that I believe can lead to an axis of reason to confront urgent global problems.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWhile diplomacy without power is weak, power without diplomacy is blind,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said. \u201c\u2026 I know that even bad guys will listen to you when you hold a big stick in one hand and a carrot in the other.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>\u2019s plan for addressing the issues<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> laid out seven ways he said he would address the problems facing the world.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 He called for repairing alliances and \u201crestoring respect and appreciation for our allies all over the world.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said there must be a renewed commitment to international law and multinational cooperation. He called for reform at the United Nations that includes an expansion of the Security Council to make it more reflective of the world\u2019s population. <st1:city st=\"on\">Richardson<\/st1:city> said the <st1:country-region st=\"on\"><st1:place st=\"on\">United States<\/st1:place><\/st1:country-region> must show more respect for the Geneva Conventions and join the International Criminal Court.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He called for the <st1:country-region st=\"on\">United  States<\/st1:country-region> to lead the way in a worldwide effort to \u201cstart taking Africa seriously,\u201d and said genocides in <st1:country-region st=\"on\">Rwanda<\/st1:country-region> and <st1:country-region st=\"on\">Sudan<\/st1:country-region> could have been stopped more quickly if the <st1:country-region st=\"on\"><st1:place st=\"on\">United   States<\/st1:place><\/st1:country-region> had been committed to that happening.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 The <st1:country-region st=\"on\">United States<\/st1:country-region> must lead a \u201cman-on-the-moon,\u201d global effort to reduce manmade greenhouse gasses, <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said. He said he would accept the <st1:city st=\"on\"><st1:place st=\"on\">Kyoto<\/st1:place><\/st1:city> protocols and improve energy efficiency, reduce fossil fuel consumption and focus on the development of alternative energy technology. <st1:city st=\"on\">Richardson<\/st1:city> said he has a 15-year plan to reduce <st1:country-region st=\"on\"><st1:place st=\"on\">U.S.<\/st1:place><\/st1:country-region> imports of fossil fuels from 65 percent to 10 percent.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 He said he would stop \u201ctreating diplomatic engagement like a reward for others with good behavior,\u201d saying the <st1:country-region st=\"on\"><st1:place st=\"on\">United States<\/st1:place><\/st1:country-region> must negotiate with all nations. He said the Bush Administration\u2019s \u201csnubs and threats\u201d have only worsened situations in <st1:country-region st=\"on\">Iran<\/st1:country-region> and <st1:country-region st=\"on\"><st1:place st=\"on\">North Korea<\/st1:place><\/st1:country-region>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 He said the <st1:country-region st=\"on\">United States<\/st1:country-region> must focus on \u201creal security threats,\u201d rather than <st1:country-region st=\"on\"><st1:place st=\"on\">Iraq<\/st1:place><\/st1:country-region>. He called for increased funding for an effort to locate and secure nuclear material from the former Soviet Union, a focus on developing better intelligence and increased cooperation between agencies, more resources for securing potential terrorist targets in the <st1:country-region st=\"on\">United States<\/st1:country-region> and a reduction of nuclear weapons held by all nuclear powers, including the <st1:country-region st=\"on\"><st1:place st=\"on\">United States<\/st1:place><\/st1:country-region>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He called for the <st1:country-region st=\"on\"><st1:place st=\"on\">United States<\/st1:place><\/st1:country-region> to combat radical Islam by helping moderates in that culture.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cFor this to be credible, we need to live up to our own ideals as Americans,\u201d Richardson said, adding that he would do that by closing the U.S. military prison at Guantanamo Bay, putting an end to torture and other practices that ignore human rights and complying with the Geneva Conventions.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 <st1:city st=\"on\">Richardson<\/st1:city> said the <st1:country-region st=\"on\">United States<\/st1:country-region> must pay more attention to \u201cour own backyard,\u201d <st1:place st=\"on\">Latin America<\/st1:place>. He called for comprehensive immigration reform and improved border security, and slammed the Bush Administration\u2019s plan to build a fence along the U.S.\/Mexico border. He said the <st1:country-region st=\"on\">United States<\/st1:country-region> must work with \u201creform-minded governments\u201d in <st1:place st=\"on\">Latin America<\/st1:place> to combat poverty and promote economic development.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> used that to transition into his last point: The United States, he said, must lead the fight against global poverty. He called for the promotion of new, equitable trade agreements that address wage discrepancies and human-rights issues, and for increasing American funding for health care in the developing world and public education in the Muslim world.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He also called for an increase in debt relief for third-world nations and an increase in grants, rather than loans, to those nations.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">\u2018We cannot afford not to\u2019<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">To those who say the <st1:country-region st=\"on\">United  States<\/st1:country-region> can\u2019t afford such action, <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> responded by saying, \u201cWe cannot afford not to.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201c<st1:country-region st=\"on\"><st1:place st=\"on\">America<\/st1:place><\/st1:country-region> must earn back the trust, respect and admiration of the world,\u201d he said. \u201cWe can and will once again be the respected leader of nations. Our national security and our future depend on it.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">During a round of questions after the speech, <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> was praised by many in attendance. And while introducing <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> before the speech, the center\u2019s president, John Hamre, called the governor \u201ca man who has seen American policy from every vantage point.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cHe is a very serious candidate in both dimensions.
