{"id":12201,"date":"2010-01-28T22:06:17","date_gmt":"2010-01-29T05:06:17","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/?p=12201"},"modified":"2010-01-29T13:39:29","modified_gmt":"2010-01-29T20:39:29","slug":"vote-on-expanding-webcasting-could-come-friday","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2010\/01\/vote-on-expanding-webcasting-could-come-friday\/","title":{"rendered":"Webcasting expansion votes could come Friday"},"content":{"rendered":"<div id=\"attachment_10091\"  class=\"wp-caption module image alignright\" style=\"max-width: 300px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-10091\" title=\"Webcam\" src=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2009\/12\/Webcam.jpg\" alt=\"\" width=\"300\" height=\"253\" \/><\/a><p class=\"wp-caption-text\">Photo by Kevin Steinhardt\/flickr.com<\/p><\/div>\n<p>The sponsors of two resolutions that would expand webcasting in the state House of Representatives say they\u2019re confident their legislation will get a stamp of approval from the <a href=\"http:\/\/www.nmlegis.gov\/lcs\/committeedisplay.aspx?CommitteeCode=HXRC\">House Rules and Order of Business Committee<\/a> on Friday.<\/p>\n<p><a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?chamber=H&amp;legtype=R&amp;legno=%20%20%201&amp;year=10\">House Resolution 1<\/a>, sponsored by Minority Whip <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HGARD\">Keith Gardner<\/a>, R-Roswell, would allow the expansion of webcasting from the House floor to include video. And <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?chamber=H&amp;legtype=R&amp;legno=%20%20%202&amp;year=10\">House Resolution 2<\/a>, sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HSTEI\">Jeff Steinborn<\/a>, D-Las Cruces, would make permanent a temporary House rule that allows webcasting of committee meetings during legislative sessions.<\/p>\n<p>Also pending is Steinborn\u2019s <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?chamber=H&amp;legtype=JM&amp;legno=%20%2015&amp;year=10\">House Joint Memorial 15<\/a>, which would request that Legislative Council Service, \u201cwithin budgetary and technological constraints,\u201d webcast audio and video of interim committee meetings starting this year. That legislation isn\u2019t up for a vote on Friday.<\/p>\n<p>But the others are, after being discussed and then <a href=\"http:\/\/newmexicoindependent.com\/45374\/webcam-measure-tabled-in-the-house\">temporarily tabled<\/a> on Wednesday. Steinborn said in an interview he is confident that both will receive the committee\u2019s approval on Friday.<\/p>\n<p>\u201cIt would seem that we may be on the verge of a breakthrough here,\u201d he said. \u201cFriday could be a very good day for the citizens of the state with respect to opening these proceedings.\u201d<\/p>\n<p>Gardner said he\u2019s feeling optimistic because he \u201cgot a firm commitment from everybody that they were for\u201d his resolution, which is cosponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HARNO\">Janice Arnold-Jones<\/a>, R-Albuquerque. Steinborn\u2019s bill, Gardner said, \u201chas a good chance of passing too.\u201d<\/p>\n<p>Steinborn\u2019s bill is undergoing a rewrite to ensure that it doesn\u2019t affect the ability of journalists, legislators and others to <a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/01\/more-thoughts-on-steinborn%e2%80%99s-webcasting-resolution\/\">independently webcast<\/a> committee meetings. The resolution originally combined a permanent rule allowing that with the temporary rule allowing the official webcasts, but Steinborn said the amendment will separate the two rules to ensure there\u2019s no confusion.<\/p>\n<p>Both resolutions would go to the House floor if approved by the Rules Committee.
