In that case, the legal time would be noon.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Violators \u2013 those who serve people before the legal time on their 21<sup>st<\/sup> birthday \u2013 would be guilty of a fourth-degree felony punishable by up to 18 months in prison.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/RcDl77BDpUI\/AAAAAAAAAp0\/YgCWyw263OY\/s1600-h\/Garcia,+Mary+Jane.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/RcDl77BDpUI\/AAAAAAAAAp0\/YgCWyw263OY\/s200\/Garcia,+Mary+Jane.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5026270001762641218\" border=\"0\" \/><\/a>The tradition among many involves taking a friend out for 21 drinks beginning at midnight on his or her 21<sup>st<\/sup> birthday. It is often called the \u201cpower hour.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In a news release, Garcia, who owns <st1:state st=\"on\">Victoria<\/st1:state>\u2019s bar in <st1:city st=\"on\">Las Cruces<\/st1:city>, said the bill comes in response to the November 2004 binge-drinking death of Steven Judd, an NMSU student who was served approximately 18 drinks at two <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> bars shortly after midnight on his 21<sup>st<\/sup> birthday.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He died with a blood alcohol level of 0.427 percent and, according to the news release, his family appealed to legislators to push for the proposal Garcia is now making.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Several states have enacted similar measures in an attempt to combat binge drinking. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Sen.
