{"id":1180,"date":"2007-01-31T07:57:00","date_gmt":"2007-01-31T13:57:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2007\/01\/lcps-board-approves-controversial-sex-ed-policy\/"},"modified":"2007-01-31T07:57:00","modified_gmt":"2007-01-31T13:57:00","slug":"lcps-board-approves-controversial-sex-ed-policy","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2007\/01\/lcps-board-approves-controversial-sex-ed-policy\/","title":{"rendered":"LCPS board approves controversial sex-ed policy"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/RcCgj7BDpRI\/AAAAAAAAApQ\/A8VFLnb-11w\/s1600-h\/LCPS+logo.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/RcCgj7BDpRI\/AAAAAAAAApQ\/A8VFLnb-11w\/s200\/LCPS+logo.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5026193723143464210\" border=\"0\" \/><\/a>Following a lengthy discussion that was notably respectful in a time of turmoil and infighting in the district, the Las Cruces Public Schools Board of Education approved Tuesday night a policy that will allow for the teaching of sex education in schools unless parents specifically opt out of the program.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Board Member Leonel Brise\u00f1o cast the only vote against the policy after arguing that the board should also consider a proposal that would require parents to opt in to the program, rather than opting out. But district administrators pointed to a state statute that requires an opt-out policy.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Brise\u00f1o\u2019s vote followed numerous public comments that the opt-out policy would isolate students whose parents decided they would not participate in the program. That, they argued, would pressure those students to want to participate.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt doesn\u2019t allow for differing solutions,\u201d Brise\u00f1o said of the policy. \u201cI will not support a policy that pushes something down other people\u2019s throats.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">At issue during an hour-long debate was the fact that the use of contraceptives and birth control is taught along with abstinence in sex-education programs. Jerry Paz, parent of a freshman at <st1:place st=\"on\"><st1:placename st=\"on\">Mayfield<\/st1:placename> <st1:placetype st=\"on\">High School<\/st1:placetype><\/st1:place> and a Catholic, said the public schools would be inappropriately getting involved in matters of faith by teaching about contraceptives and birth control.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cBirth control is intrinsically evil. \u2026 Contraception is intrinsically immoral,\u201d he said. \u201cWhen you teach something that is contrary to my faith, you\u2019re chopping me at the knees.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">On the other side, supporters of the policy citied a state health department statistic that 42 percent of teens in Do\u00f1a Ana County said in 2005 they had engaged in sex. They argued that safer-sex education is necessary to help those children make smart choices.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">They also argued that many children don\u2019t have parents or religious communities who will teach them about abstinence or safer sex, so the schools must do it.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIf we don\u2019t pass this health-education policy, we are turning our backs\u2026 on those kids that have nobody to go to,\u201d said Board Member Gene Gant in explaining his vote. \u201cI won\u2019t turn my back on those children.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Shirley Judson, who works with Planned Parenthood and teaches children about sex, said she has seen many students opt out of the program and has never seen them be stigmatized. She said the curriculum includes teaching that abstinence is the only certain way to avoid sexually transmitted diseases and pregnancy.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Because many students are having sex, teaching them how to be safer is also part of the curriculum, she said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWe\u2019re not teaching them how to have sex. We are teaching them how to stay safe,\u201d Judson said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The district\u2019s administration is currently developing regulations that specifically outline the implementation of the curriculum in the schools.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Before the board\u2019s vote, Brise\u00f1o noted that community members shared widely divergent views for about an hour at the board meeting in a manner that has been unusual in a time of turmoil in the district. The board recently fired its superintendent, who was the third leader to leave amid scandal since 2001. The lack of stability has created deep divisions in the district.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Brise\u00f1o thanked those who participated in the debate and the approximately 200 people who attended the meeting for their conduct.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cNever has there been the respect that was shown here tonight,\u201d he said. \u201cThere wasn\u2019t booing. There wasn\u2019t the sighs. There wasn\u2019t the disrespect that we hear so often when we have to talk about issues.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt was so refreshing to listen to a healthy debate,\u201d he added.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">There\u2019s an even more controversial issue coming up that was referenced several times during Tuesday\u2019s meeting. The district is currently developing a policy on the creation of student health centers in high schools.
