He was 55.<\/p>\n<div id=\"attachment_117791\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-117791\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2016\/01\/Silva-Miguel-336x265.jpg\" alt=\"Miguel Silva\" width=\"336\" height=\"265\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2016\/01\/Silva-Miguel-336x265.jpg 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2016\/01\/Silva-Miguel.jpg 620w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><\/a><p class=\"wp-media-credit\">Courtesy photo<\/p><p class=\"wp-caption-text\">Miguel Silva, shown here speaking in Las Cruces in 2011.<\/p><\/div>\n<p>City police spokesman Danny Trujillo released no details beyond saying that Silva\u2019s death on Sunday \u201cappears to be a suicide.\u201d Many local officials NMPolitics.net reached were obviously shaken by news of Silva\u2019s death.<\/p>\n<p>Las Cruces Mayor Ken Miyagishima said he would ask that the Las Cruces\u00a0flag in front of city hall be flown at half-mast in remembrance of Silva, who served on the council from 2007 until late last year.<\/p>\n<p>\u201cMany of the successes we\u2019ve had here in Las Cruces and Southern New Mexico are the result of his support,\u201d Miyagishima said.<\/p>\n<p>Silva left office on Nov. 16, when Kasandra Gandara <a href=\"http:\/\/www.lcsun-news.com\/story\/news\/local\/2015\/11\/16\/newly-elected-mayor-councilors-sworn\/75896592\/\" target=\"_blank\">was sworn in<\/a> as the new councilor for District 1. Silva opted not to seek re-election to that seat last year so he could challenge Miyagishima for mayor.<\/p>\n<p>Miyagishima <a href=\"http:\/\/nmpolitics.net\/index\/2015\/11\/voters-give-miyagishima-a-third-term-as-las-cruces-mayor\/\" target=\"_blank\">won re-election<\/a> in a three-way race with 51 percent of the vote. Silva won the support of 33 percent of voters.<\/p>\n<p>After losing that election, Silva <a href=\"http:\/\/nmpolitics.net\/index\/2015\/11\/voters-give-miyagishima-a-third-term-as-las-cruces-mayor\/\" target=\"_blank\">said<\/a> he was evaluating his options and would remain involved in the community. He said he looked forward to continuing teaching English at Do\u00f1a Ana Community College.<\/p>\n<h3>\u2018An important part of a major transformation\u2019<\/h3>\n<p>The council district Silva represented includes downtown, and he was heavily involved in that revitalization project. He also helped bring curbside recycling to Las Cruces.<!--more--><\/p>\n<p>And Silva championed what former City Councilor Sharon Thomas called on Sunday a much-needed audit of the police department. She credited the audit, and Silva\u2019s work on it, with reducing complaints of excessive force against officers.<\/p>\n<p>\u201cI think it made a huge difference,\u201d Thomas said.<\/p>\n<p>City Manager Robert Garza said Sunday that Silva \u201calways came to meetings prepared and had good, well-thought-out positions on the things he was most passionate about.\u201d He \u201cwas an important part of a major transformation in local government,\u201d Garza said.<\/p>\n<h3><strong>Unique hats and a big smile<\/strong><\/h3>\n<p>Silva was known for unique hats and a big smile. And he should be remembered \u201cfor his boisterous laugh and his genuine kindness to everyone he knew,\u201d Garza said.<\/p>\n<p>Last summer, Silva and State Rep. Bill McCamley rode their bikes alongside and encouraged runners in a 5K race. McCamley recalled Silva helping one woman who was struggling to finish.<\/p>\n<aside class=\"module align-left half type-aside\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/jqFuz-EFT1Q?rel=0\" width=\"300\" height=\"169\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe>KRWG Public Media <a href=\"https:\/\/www.youtube.com\/watch?v=jqFuz-EFT1Q\" target=\"_blank\">profiled Silva<\/a> during last year&#8217;s mayoral race.<\/aside>\n<p>\u201cMiguel was there every step of the way \u2013 encouraging her to get it done and encouraging the crowd to cheer for her,\u201d McCamley recalled. \u201cWhen she got it done they were both really happy.\u201d<\/p>\n<p>\u201cIt\u2019s just really, really sad to hear that someone with that much care passed away,\u201d McCamley said.<\/p>\n<p>Thomas recalled Silva showing up to her 50th wedding anniversary party in 2012 with a box of costumes for guests to wear. He later made Thomas and her husband Dick a scrapbook filled with photos of people in costume at the party.<\/p>\n<p>\u201cIt was a wonderful gift,\u201d Thomas said.<\/p>\n<h3><strong>\u2018His heart was always focused on what we were doing\u2019<\/strong><\/h3>\n<p>Silva was born in Willcox, Ariz., on Feb. 16, 1960. He moved to Southern Do\u00f1a Ana County with his family in the 1970s, where he finished high school at Gadsden High. He graduated from New Mexico State University in 1990 with a bachelor\u2019s in journalism.<\/p>\n<p>Silva worked in his family\u2019s sanitation business for 25 years. He served on the Do\u00f1a Ana County Board of Commissioners for several months in 2000. Miyagishima served\u00a0on the commission <a href=\"https:\/\/www.facebook.com\/photo.php?fbid=10153735400434471&amp;set=a.10153548023449471.1073741827.573574470&amp;type=3&amp;theater\" target=\"_blank\">at the same\u00a0time<\/a>.<\/p>\n<p>Silva was in some ways was a man without a political team. He was a Republican when he served on the county commission. He was a Democrat when he ran for city council seven years later. He <a href=\"http:\/\/nmpolitics.net\/index\/2007\/11\/in-district-1-silva-unseats-frietze\/\" target=\"_blank\">defeated<\/a> longtime incumbent City Councilor Jose Frietze with the backing of the local progressive movement that won control of city government that year.<\/p>\n<p>But Silva broke with progressives on some high-profile issues, perhaps most notably during the 2014 battle over raising the city\u2019s minimum wage. Most progressives supported Miyagishima in last year\u2019s mayoral contest.<\/p>\n<p>Still, many city issues aren\u2019t controversial, and Miyagishima said Silva \u201cvoted 98 percent of the time with me and the rest of us on the City Council.\u201d<\/p>\n<p>City Councilor Gregory Z. Smith remembered Silva as a friend.<\/p>\n<p>\u201cHe and I didn\u2019t always agree, of course, but I do think his heart was always focused on what we were doing for the people of Las Cruces,\u201d Smith said.<\/p>\n<p>Silva\u2019s death comes less than two years after cancer took the life of his brother, <a href=\"http:\/\/www.demingradio.com\/news\/former-deming-mayor-silva-will-be-missed\" target=\"_blank\">Andres Silva<\/a>, who was Deming\u2019s mayor for eight years and died several months after leaving office in 2014.<\/p>\n<p>\u201cSouthern New Mexico was very fortunate to have these two men contribute so much to their respective communities,\u201d Miyagishima said.<\/p>\n<p>McCamley urged people struggling with thoughts of suicide to seek help. \u201cIf you\u2019re having problems, please talk to somebody,\u201d he said.<\/p>\n<p>Trujillo said an autopsy would be conducted on Silva\u2019s body.<\/p>\n<p><em>This article has been updated to add\u00a0that Miyagishima also served on the county commission with Silva.
