Lujan, who is from <st1:city st=\"on\"><st1:place st=\"on\">Santa Fe<\/st1:place><\/st1:city>, has been a master politician for a long time.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">I\u2019m writing, of course, about his demotion of Joseph Cervantes from chair to vice chair of the House Judiciary Committee, and his removal of Mary Helen Garcia from the Appropriations and Finance Committee. Many I\u2019ve spoken with believe the changes were part of a brilliant scheme that not only scattered his opponents, but also divided the delegation from <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename>  <st1:placename st=\"on\">County<\/st1:placename><\/st1:place>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Here\u2019s why:<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">As we all know, a group of House Democrats challenged Lujan\u2019s leadership last year by supporting Ken Martinez of Grants in a bid to become speaker. Behind-the-scenes politicking and generous financial support for the election campaigns of this year\u2019s class of freshman representatives gave Lujan a victory that allows him to keep the speaker position for another two years.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">After losing that vote, <st1:city st=\"on\"><st1:place st=\"on\">Martinez<\/st1:place><\/st1:city> quickly accepted a nomination to retain his position as majority leader, and remains heir-apparent to the speakership. House Democrats emerged from their closed-door meeting pledging to work together. Lujan said publicly there would be no retaliation against those who opposed him. Garcia said she hoped that was the truth.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Demoralizing his detractors<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But there was still the matter of how to deal with those who want reform and see Lujan as a contributor to the ethical scandals that have plagued <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state> in recent years.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Martinez<\/st1:place><\/st1:city> was no longer an issue. He lost. He accepted the position he already held.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The most visible <st1:city st=\"on\"><st1:place st=\"on\">Martinez<\/st1:place><\/st1:city> supporters left to deal with were Al Park of Albuquerque and Garcia and Cervantes of Las Cruces.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Garcia was the most vocal critic of Lujan. She was dealt with simply by removing her from her influential committee position.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Cervantes and Park are close friends, and had been chair and vice chair of judiciary, respectively. Those I spoke with said it was brilliant to flip them \u2013 demoralizing both because Park, though he has ambitions to be the attorney general and probably wanted to become judiciary chair eventually, might not be happy about moving up at the expense of a close friend. Plus, the move allowed Lujan to cite Park\u2019s promotion as evidence that he didn\u2019t retaliate against those who opposed him \u2013 which he did in an interview with reporters on Tuesday.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Cervantes was minimized. Though Lujan said he made the change because Cervantes sought the majority leader position, he didn\u2019t demote the other two who sought the position when <st1:city st=\"on\">Martinez<\/st1:city> sought speaker \u2013 Mimi Stewart and Gail Chasey of <st1:city st=\"on\"><st1:place st=\"on\">Albuquerque<\/st1:place><\/st1:city>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Dividing <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place>\u2019s delegation<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Which brings up Cervantes\u2019 assertion that his demotion had to do with those who hold power \u2013 most from the Albuquerque\/Santa Fe area \u2013 trying to fight off a threat from the south. Cervantes\u2019 demotion means Stewart and Chasey may be better positioned to become majority leader after Lujan retires and <st1:city st=\"on\"><st1:place st=\"on\">Martinez<\/st1:place><\/st1:city> ostensibly becomes speaker.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Some from <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> gained. Joni Gutierrez of <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> took Garcia\u2019s place on appropriations. Andy Nu\u00f1ez became chair of the Agriculture and Water Resources Committee.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">They supported Lujan. Nu\u00f1ez has said he pledged his vote to Lujan in exchange for the chairmanship. Gutierrez pledged to support Lujan from the day rumors that <st1:place st=\"on\"><st1:city st=\"on\">Martinez<\/st1:city><\/st1:place> might challenge him started.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Last year, <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place>\u2019s delegation \u2013 five Democrats and two Republicans \u2013 was the most united, influential group in the House. They joined with senators from the area and Republicans to shift the debate on a minimum wage increase to take into account border communities. They worked together, along with the area\u2019s senators and the governor, to fully fund the construction of an $18 million aquatic and recreation center in <st1:city st=\"on\">Las Cruces<\/st1:city> that would rival the <st1:placename st=\"on\">Genoveva<\/st1:placename> <st1:placename st=\"on\">Chavez<\/st1:placename> <st1:placetype st=\"on\">Center<\/st1:placetype> in <st1:city st=\"on\"><st1:place st=\"on\">Santa Fe<\/st1:place><\/st1:city>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">This year, with seven Democrats and no Republicans, the delegation had the potential to be even more influential, further threatening the Santa Fe-centered balance of power.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That won\u2019t likely happen now. Garcia is furious with Gutierrez and has attacked her publicly. Nu\u00f1ez, Gutierrez and Antonio Lujan of <st1:city st=\"on\">Las Cruces<\/st1:city> supported Ben Lujan in the speaker race, while Cervantes and Garcia supported <st1:city st=\"on\"><st1:place st=\"on\">Martinez<\/st1:place><\/st1:city>. Freshmen Jeff Steinborn of <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> and Nate Cote of Organ won\u2019t say who they supported, but most believe they voted for Ben Lujan.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">A year ago, Cervantes was the rising star of the Democratic Party in <st1:place st=\"on\">Southern New Mexico<\/st1:place>. Now, the sole House committee chairmanship given to <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> is instead held by an aging statesman who doesn\u2019t likely have future ambitions.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Regardless of whether Ben Lujan intended it, he has succeeded in dividing <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place>\u2019s delegation and reducing the influence of its rising star, at least for now. Gutierrez is one who, like Cervantes, may have future ambitions to hold higher office, and this ascension is certainly good for her political career and her constituents. But the overall influence of the county\u2019s delegation is weakened by its division, and the opposition to Ben Lujan is demoralized.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Cervantes says he believes Ben Lujan was attempting to stop the <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> area from becoming too powerful.
