{"id":10890,"date":"2010-01-05T22:14:24","date_gmt":"2010-01-06T05:14:24","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/?p=10890"},"modified":"2010-01-05T22:30:27","modified_gmt":"2010-01-06T05:30:27","slug":"bernalillo-countys-south-valley-voters-reject-incorporation","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2010\/01\/bernalillo-countys-south-valley-voters-reject-incorporation\/","title":{"rendered":"Bernalillo County&#8217;s South Valley voters reject incorporation"},"content":{"rendered":"<div id=\"attachment_10899\"  class=\"wp-caption module image alignright\" style=\"max-width: 300px;\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2010\/01\/southvalley1-300x219.jpg\" alt=\"Bernalillo County&#039;s South Valley (Photo by Jeremy Jojola)\" title=\"southvalley\" width=\"300\" height=\"219\" class=\"size-medium wp-image-10899\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2010\/01\/southvalley1-300x219.jpg 300w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2010\/01\/southvalley1-336x246.jpg 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2010\/01\/southvalley1.jpg 400w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><p class=\"wp-caption-text\">Bernalillo County's South Valley (Photo by Jeremy Jojola)<\/p><\/div>\n<p>Residents in Bernalillo County&#8217;s South Valley voted overwhelming today to reject a proposal to incorporate the semi-rural area.<\/p>\n<p>With votes from all precincts counted, Bernalillo County&#8217;s Web site reports the\u00a0<a href=\"http:\/\/www.bernco.gov\/\/upload\/images\/clerk\/s_valley_10\/output.htm\">final results<\/a> were 6,372 votes, or more than 93 percent, against incorporating under the name\u00a0<a href=\"http:\/\/www.nps.gov\/petr\/historyculture\/atrisco.htm\">Valle de Atrisco<\/a>, and 447 votes, \u00a0or less than 7 percent, \u00a0for the proposal.<\/p>\n<p>Voter turnout, which was about 29 percent of the 23,000 eligible voters, surprised County Clerk <a href=\"http:\/\/bernco.gov\/live\/departments.asp?dept=2315&amp;submenuid=18813\">Maggie Toulouse-Oliver<\/a>.<\/p>\n<p>&#8220;We were projecting a 6 percent turnout, which is what we normally get for school district elections,&#8221; Toulouse-Oliver told NMPolitics.net. \u00a0&#8220;I think people were definitely interested in this election.&#8221;<\/p>\n<p>The vote totals, which include early and absentee ballots, will be certified by the clerk on Friday.<\/p>\n<p>Opponents of the measure had argued that government services, currently provided by Bernalillo County, would have been diminished and taxes would have increased.<\/p>\n<p>Supporters, like state Rep. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.aspx?SPONCODE=HGAMP\">Miguel Garcia<\/a>, D-Albuquerque, and the <a href=\"http:\/\/www.southvalleyinc.info\/index.html\">South Valley Incorporation Advisory Group<\/a> campaigned on a platform of &#8220;preserving the South Valley&#8217;s agrarian and historical Character through Self-Governance.&#8221;<\/p>\n<p>Voters were apparently swayed by a University of New Mexico Bureau of Business and Economic Research\u00a0feasibility\u00a0study that indicated there would be a $3 to $8 million revenue shortfall to meet the new city\u2019s costs.<\/p>\n<p>Despite the study, an area advisory committee had worked on the incorporation plan for years.\u00a0They contended incorporation was necessary to provide jobs and infrastructure for the area&#8217;s growing population while maintaining the semi-rural character of the South Valley.<\/p>\n<p>Last September, New Mexico Independent&#8217;s Marjorie Childress <a href=\"http:\/\/newmexicoindependent.com\/2615\/a-south-valley-town-on-the-horizon\">reported<\/a> South Valley residents believe that &#8220;both Albuquerque and Bernalillo County are paving over their best agricultural land.&#8221;<\/p>\n<p>If the measure had been approved, Valle de Atrisco, with nearly 50,000 residents, would have become one of the state&#8217;s largest municipalities.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Residents in Bernalillo County&#8217;s South Valley voted overwhelming today to reject a proposal to incorporate the semi-rural area.<\/p>\n","protected":false},"author":9,"featured_media":0,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[11,1],"tags":[157],"class_list":["post-10890","post","type-post","status-publish","format-standard","hentry","category-news-and-analysis","category-uncategorized","tag-bernalillo-county"],"_links":{"self":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts\/10890","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/users\/9"}],"replies":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/comments?post=10890"}],"version-history":[{"count":0,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts\/10890\/revisions"}],"wp:attachment":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/media?parent=10890"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/categories?post=10890"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/tags?post=10890"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
