Bill Richardson may not announce whether he\u2019ll run for president before the Legislature convenes on Tuesday, but he will make an announcement before the end of the month, his 2006 re-election campaign manager said.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> had previously told at least two state media outlets that he would make a decision before the start of the session. But Amanda Cooper said today that <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> will make a decision \u201csometime in January.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cOne thing there was no way to factor in was the whole trip to <st1:country-region st=\"on\"><st1:place st=\"on\">Sudan<\/st1:place><\/st1:country-region>,\u201d she said. \u201cI think that changes a lot of things.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Noting that the national media has focused on <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>\u2019s trip in the context of his potential 2008 run, Cooper said it has nothing to do with that. She said <st1:city st=\"on\">Richardson<\/st1:city> has proven throughout his career that he is passionate about diplomatic trips, and said his successful mission to bring jailed journalist Paul Salopek back from <st1:country-region st=\"on\">Sudan<\/st1:country-region> in September caught the attention of the Save Darfur Coalition, which recently asked <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> to return and try to improve the situation in the war-torn region.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Cooper said she wished the media would do more to point out the dangerous mission <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> is on and his willingness to travel to one of the most remote, ravaged areas in the world to meet with displaced women and children in tents with little protection from the fighting.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThis has nothing to do with 2008 ambitions,\u201d she said. \u201cThis is quintessential Bill Richardson. This is what he loves to do.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\">Richardson<\/st1:city> will return from <st1:country-region st=\"on\"><st1:place st=\"on\">Sudan<\/st1:place><\/st1:country-region> Thursday, and Cooper said she and others will meet with him Thursday or Friday to discuss the presidential decision. She said it\u2019s hard to say whether it will come before the session starts.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\">Richardson<\/st1:city> will be in <st1:state st=\"on\"><st1:place st=\"on\">South Carolina<\/st1:place><\/st1:state> on Saturday to speak at a dinner honoring former Democratic governors of that state, leaving Sunday and Monday \u2013 Martin Luther King Jr. Day \u2013 as possibilities before the start of the session.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">A Democratic Party activist I spoke with noted recently the amount of money needed to compete in a presidential primary \u2013 at least $15 million \u2013 and the limits on federal campaign contributions.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That means <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> has to raise an average of tens of thousands of dollars each day \u2013 at a maximum of $2,000 per individual and $5,000 each for most political action committees \u2013 and the clock is already ticking.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Cooper said <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> isn\u2019t worried about that.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWhen you have a chance to do what he\u2019s doing now, it seems much less significant to talk about announcements and money, compared to what\u2019s happening in Darfur (where 200,000 have died and 2.5 million have been displaced),\u201d Cooper said. \u201cHe\u2019s going to make a decision in January.
