Elizabeth Warren, D-Mass. \u201cLet\u2019s stop the flood of dark money into our political system and do it now.\u201d<\/p>\n<p>One catch: The group behind the video, a nonprofit called <a href=\"http:\/\/www.americanfamilyvoices.org\/\" target=\"_blank\">American Family Voices<\/a>, doesn\u2019t generally reveal who funds its operations \u2014 although a\u00a0<a href=\"http:\/\/www.publicintegrity.org\/politics\" target=\"_blank\">Center for Public Integrity<\/a> review of Internal Revenue Service and Department of Labor records indicates large unions, environmental interests and a major corporate retail lobbying group have this decade provided it with six- or seven-figure contributions.<\/p>\n<p>American Family Voices has in part used this money to sponsor ads and videos trolling conservatives and tackling prickly political issues from immigration reform to credit card fees. American Family Voices also <a href=\"http:\/\/docquery.fec.gov\/pdf\/904\/14952568904\/14952568904.pdf\" target=\"_blank\">spent $10,000<\/a> last year on campaign ads attacking now-Sen. Joni Ernst, R-Iowa, without disclosing its funders as is required of candidate committees \u2014 and even super PACs. To anyone watching these messages, it isn\u2019t readily evident who their bankrollers are.<\/p>\n<p>The situation is emblematic of liberals increasingly complicated, if not tortured relationship with \u201cdark money\u201d \u2014 shorthand for the potentially limitless cash used by certain nonprofits, which aren\u2019t require to disclose their donors, to either promote or pummel political candidates.<\/p>\n<aside class=\"module align-left half type-aside\">\n<h3>About this article<\/h3>\n<p>This story\u00a0is\u00a0from\u00a0<a href=\"http:\/\/www.publicintegrity.org\/\" target=\"_blank\">The Center for Public Integrity<\/a>, a nonprofit, nonpartisan investigative media organization in Washington, D.C.<\/p>\n<\/aside>\n<p>It also may refer to secret funds used to push broader political influence campaigns.<\/p>\n<p>While conservative nonprofits continue to dominate liberals the dark money game \u2014 most notable is the <a href=\"https:\/\/www.washingtonpost.com\/news\/the-fix\/wp\/2014\/01\/06\/mapping-the-koch-brothers-massive-political-network\/\" target=\"_blank\">network <\/a><a href=\"http:\/\/www.npr.org\/sections\/itsallpolitics\/2015\/10\/12\/447999852\/koch-political-network-expanding-grassroots-organizing\">tied to<\/a> billionaire industrialists Charles and David Koch \u2014 a smattering of left-leaning organizations have also traded in the same kind of tough-to-trace political cash, particularly the kind uncorked by the Supreme Court\u2019s <em><a href=\"https:\/\/www.publicintegrity.org\/2012\/10\/18\/11527\/citizens-united-decision-and-why-it-matters\" target=\"_blank\">Citizens United v. Federal Election Commission<\/a><\/em> decision nearly six years ago.<\/p>\n<p>Take <a href=\"https:\/\/www.publicintegrity.org\/2015\/11\/18\/18875\/secret-donors-fuel-democratic-political-powerhouse\" target=\"_blank\">Patriot Majority USA<\/a>, run by longtime Reid ally Craig Varoga.<\/p>\n<p>The liberal dark money juggernaut spent, according to the Center for Responsive Politics, <a href=\"http:\/\/www.opensecrets.org\/outsidespending\/recips.php?cmte=C90012956&amp;cycle=2014\" target=\"_blank\">more than $10.1 million<\/a> last election on ads bashing Republican candidates for the U.S. House and Senate. During the 2012 election, Patriot Majority USA spent nearly $3.5 million against Republican Sen. Dean Heller \u2014 Reid\u2019s Senate counterpart from Nevada\u2019s congressional delegation who Reid <a href=\"http:\/\/m.lasvegassun.com\/news\/2014\/oct\/31\/dean-heller-steps-out-harry-reid-senate\/\" target=\"_blank\">actively<\/a> campaigned against.<\/p>\n<p>Many Democrats argue that they have no choice but to fight fire with fire, using the same political weapons federal law has allowed Republicans to arm themselves with. Prominent Republicans scoff at the notion.<!--more--><\/p>\n<p>\u201cHarry Reid\u2019s hypocrisy knows no bounds,\u201d Kevin McLaughlin, deputy executive director for the National Republican Senatorial Committee, told the\u00a0<a href=\"http:\/\/www.publicintegrity.org\/politics\" target=\"_blank\">Center for Public Integrity<\/a> after viewing American Family Voices\u2019 latest video. \u201cThe best way to \u2018stop the flood of dark money into our political system\u2019 would be to stop raising dark money.\u201d<\/p>\n<p>Asked about American Family Voices\u2019 own financial transparency, and Democrats\u2019 dark money dealings in general, Reid spokeswoman Kristen Orthman offered a one-line statement: \u201cWe believe in reforming the rules for everyone.\u201d<\/p>\n<p>Mike Lux, a former aide to President Bill Clinton who\u2019s led American Family Voices since early last decade, notes that most of his organization\u2019s messages aren\u2019t intended to sway the outcome of a political election \u2014 as those released by many conservative nonprofits are. Rather, American Family Voices\u2019 ads target federal policy debates.<\/p>\n<p>Lux doesn\u2019t believe his organization, which he described as a \u201chome for special projects and coalition work for progressive causes,\u201d is hypocritical on dark money, either.<\/p>\n<p>\u201cYou can strongly support changing the law as we do but still operate in the environment that everyone is in \u2014 and that the law has made exist,\u201d he said. \u201cI confess to this dynamic. But I\u2019m still going to play by the rules in front of me.\u201d<\/p>\n<p>American Family Voices\u2019 <a href=\"https:\/\/www.youtube.com\/watch?v=zWx-ZCePJSo\" target=\"_blank\">anti-secret money video<\/a> from last week specifically renews many liberals\u2019 <a href=\"http:\/\/www.uspirg.org\/news\/usp\/130-lawmakers-call-executive-order-requiring-federal-contractors-disclose-political\" target=\"_blank\">standing<\/a> <a href=\"http:\/\/www.demos.org\/press-release\/president-obama-should-require-government-contractors-disclose-political-spending\" target=\"_blank\">request<\/a> of President Barack Obama to sign an executive order forcing government contractors to disclose their political spending.<\/p>\n<p>Sen. Sherrod Brown, D-Ohio, used his featured moment to criticize the lack of transparency surrounding \u201cso-called \u2018issue ads\u2019\u201d \u2014 the kind American Family Voices has previously produced.<\/p>\n<p>One of American Family Voices\u2019 more prominent issue ad campaigns came in 2011, when it <a href=\"https:\/\/vimeo.com\/user6908942\/videos\" target=\"_blank\">produced a series of ads<\/a> urging viewers to call any of dozens of different congressional members and ask them to support bank interchange swipe fee reform.<\/p>\n<p>The ads flashed a disclaimer at their ends: \u201cPaid for by American Family Voices.\u201d<\/p>\n<p>That\u2019s technically true. What the ads don\u2019t reveal, however, is that the <a href=\"http:\/\/www.rila.org\/about\/Pages\/default.aspx\" target=\"_blank\">Retail Industry Leaders Association<\/a>, an Arlington, Va.-based trade lobby that\u00a0<a href=\"http:\/\/www.rila.org\/about\/bod\/Pages\/default.aspx\" target=\"_blank\">represents<\/a> some of the nation\u2019s largest retail corporations, funded the funder. Tax filings indicate the trade group gave American Family Voices a $1.33 million grant in 2011 \u2014 about 75 percent of American Family Voices\u2019 income for the year.<\/p>\n<p>Retail Industry Leaders Association was a <a href=\"http:\/\/www.rila.org\/Public-Policy\/SwipeFeeReform\/Pages\/default.aspx\" target=\"_blank\">leading advocate<\/a> for swipe fee reform \u2014 hardly an issue imbued in most Americans\u2019 minds. But it\u2019s one that stood to save retailers billions of dollars by corralling fees they pay to banks when customers use credit and debit cards.<\/p>\n<p>Lux said \u201cvery unusual circumstances\u201d \u2014 specifically, shared policy interests among some consumer groups, corporate titans and liberal activists \u2014 led to American Family Voices\u2019 relationship with the retail organization, which counts executives of Dollar General Corp., Target Corp., Coca-Cola Refreshments, Petco Holdings Inc., Best Buy Co. and JCPenney among its\u00a0<a href=\"http:\/\/www.rila.org\/about\/bod\/Pages\/default.aspx\" target=\"_blank\">board members<\/a>.<\/p>\n<p>It wasn\u2019t, however, a one-off circumstance: The Retail Industry Leaders Association\u2019s latest tax return, filed this week with the IRS, showed it gave American Family Voices $140,000.The retail group also gave money in 2014 to politically active conservative nonprofits, such as the Charles and David Koch-supported <a href=\"https:\/\/www.publicintegrity.org\/2014\/07\/30\/15163\/koch-backed-seniors-group-low-balling-election-spending\" target=\"_blank\">60 Plus Association<\/a>, a conservative senior citizens advocacy organization that Democrats routinely vilify.<\/p>\n<p>Like in 2011, the retailers supported American Family Voices in 2014 \u201cbecause we had a common perspective on issues related to consumers, businesses and communities,\u201d said Brian Dodge, the Retail Industry Leaders Association\u2019s executive vice president for communications and strategic initiatives.<\/p>\n<p>U.S. Department of Labor <a href=\"https:\/\/www.documentcloud.org\/documents\/2516868-aflcioafv.html\" target=\"_blank\">records also show<\/a> that the AFL-CIO, one of the nation\u2019s most prominent labor unions, gave American Family Voices $130,000 in late 2013. In the filing, the union described the contribution as \u201csupport for strengthening America\u2019s middle class.\u201d<\/p>\n<p>Lux explained that the funding went toward producing \u201ctest videos\u201d about immigration reform. American Family Voices did produce two immigration-related ads in late 2013 targeting then-House Speaker <a href=\"https:\/\/www.youtube.com\/watch?v=TiH3_kGHeuM\" target=\"_blank\">John Boehner<\/a>, R-Ohio, and House Majority Leader <a href=\"https:\/\/www.youtube.com\/watch?v=orHEfWD7098\" target=\"_blank\">Kevin McCarthy<\/a>, R-Calif.<\/p>\n<p>\u201cThey wanted to test a message, and they wanted a neutral name of an organization instead of the AFL\u2019s name,\u201d Lux said.<\/p>\n<p>American Family Voices did, last decade, <a href=\"http:\/\/www.freerepublic.com\/focus\/news\/715040\/posts\" target=\"_blank\">voluntarily reveal<\/a> that it received significant money from labor sources.<\/p>\n<p>Other recent American Family Voices donors include The Partnership Project, a <a href=\"http:\/\/saveourenvironment.org\/who-we-are\/\" target=\"_blank\">coalition<\/a> of 20 environmental groups operating as a nonprofit charitable organization. It gave American Family Voices $328,660 sometime between mid-2010 and mid-2011, a federal tax filing shows.<\/p>\n<p>The Essex County Community Foundation, which exists to \u201cimprove the effectiveness and capacity of nonprofit organizations\u201d in its namesake Massachusetts county, gave American Family Voices $25,000 sometime between mid-2013 and mid-2014, according to the foundation\u2019s latest federal tax filing.<\/p>\n<p>Lauren Windsor, American Family Voices\u2019 executive director, said the group\u2019s 2014 tax return is not yet complete. Details about the group\u2019s latest income, expenditure and cash-on-hand totals, therefore, remain unknown.<\/p>\n<p>But American Family Voices did receive a prominent fundraising boost last year from Warren, one of the nation\u2019s most prominent Democrats and herself an\u00a0<a href=\"http:\/\/www.huffingtonpost.com\/2014\/06\/24\/disclose-act_n_5526239.html\" target=\"_blank\">outspoken<\/a> <a href=\"https:\/\/www.youtube.com\/watch?v=nBbZAMsZ-Rg\" target=\"_blank\">critic<\/a> of both big and secret money in politics.<\/p>\n<p>\u201cAmerican Family Voices \u2014 God bless you,\u201d Warren <a href=\"https:\/\/www.youtube.com\/watch?v=w683ifcWDQo&amp;desktop_uri=%2Fwatch%3Fv%3Dw683ifcWDQo&amp;app=desktop\" target=\"_blank\">said last year<\/a> at a January 2014 fundraiser in New York City for the group. \u201cYou\u2019ve been out there fighting, you\u2019ve been out there shoulder to shoulder. When I try to get something done, I always knew I could turn to you and you\u2019d help make it happen.\u201d<\/p>\n<p>Warren\u2019s U.S. Senate office did not return several phone messages and emails.<\/p>\n<p>\u201cDark money certainly exists on the Democratic side. There is dissonance\u201d in some Democrats\u2019 messages about it, said Richard Skinner, a policy analyst at the nonpartisan Sunlight Foundation, which advocates for transparency in politics.<\/p>\n<p>Asked if American Family Voices would reveal more about its donors going forward, Lux said that\u2019s possible.<\/p>\n<p>\u201cI would definitely consider it, I\u2019d definitely be open to it,\u201d Lux said. \u201cIt\u2019s something we\u2019d look at on a case-by-case basis. It just depends on the context.
