{"id":1020,"date":"2006-12-19T10:54:00","date_gmt":"2006-12-19T16:54:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2006\/12\/city-approves-civic-center-land-lease\/"},"modified":"2006-12-19T10:54:00","modified_gmt":"2006-12-19T16:54:00","slug":"city-approves-civic-center-land-lease","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2006\/12\/city-approves-civic-center-land-lease\/","title":{"rendered":"City approves civic center land lease"},"content":{"rendered":"<p class=\"MsoNormal\"><st1:city st=\"on\">Las Cruces<\/st1:City> city councilors approved Monday a lease agreement that will allow the city to build a civic center on the <st1:place st=\"on\"><st1:placename st=\"on\">New Mexico<\/st1:PlaceName>  <st1:placetype st=\"on\">State<\/st1:PlaceType> <st1:placetype st=\"on\">University<\/st1:PlaceType><\/st1:place> campus.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Under the agreement, approved 6-0 with Councilor Dolores Archuleta absent, the city will pay $3,500 each year to lease eight acres of land. The cost of the facility is estimated at around $25 million.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The NMSU Board of Regents must still approve the proposal, and could do so at a January meeting in <st1:city st=\"on\"><st1:place st=\"on\">Santa   Fe<\/st1:place><\/st1:City>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The city will consider a hotel surcharge of $2.50 per night to fund the project, but Councilor Ken Miyagishima has said he wants the city to consider a surcharge that is higher for those hotels closer to the civic center and lower for hotels that are further away.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The project is still 2-3 years from completion, officials estimate, but Monday\u2019s vote was a hurdle the city has been unable for years to overcome. <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:City> has failed to act while smaller cities around the state have built civic centers and benefited.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The city council also agreed to purchase 2,200 acre-feet of water from the university. NMSU plans to petition the city to annex the center into the city.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The center will be located on the southeast corner of <st1:street st=\"on\"><st1:address st=\"on\">University Avenue<\/st1:address><\/st1:Street> and <st1:street st=\"on\"><st1:address st=\"on\">Valley Drive<\/st1:address><\/st1:Street>, on what is currently agricultural land. That land has been used for that purpose at the land-grant institution since long before it was called NMSU, and many oppose the civic center for that reason.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But Miyagishima, in an e-mail sent Monday, said this was the right decision, noting that the land would cost $8-9 million to purchase, so it\u2019s a good deal. He also said the center can be used by the university.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI also like the fact that NMSU will utilize and pay us to use this center. NMSU will be building a hotel right across the street.
