Session ends; guv’s news conference is at 1 p.m.

The 2008 legislative session has ended. Various caucuses and lawmakers are scheduled to be talking to the media about the end of the session.

Gov. Bill Richardson has called a news conference for 1 p.m. The big question is whether he’ll call a special session and, if so, when it will be held. Richardson had said he would call a special session if the Senate didn’t approve his health-care bill before noon today – which it did not do.

Unfortunately, I’m not in Santa Fe, but I’ll report on what’s happening as soon as I get information.

My bet: Richardson will make good on his promise and call a special session. And he has 20 days before he has to act on capital outlay, so I’d bet on a special session starting almost immediately, so the threat of capital-outlay vetoes is hanging over senators’ heads while they consider his health-care bill.
