Martinez allows consideration of lots of issues during session

Gov. Susana Martinez today approved a wide range of topics for consideration during this 30-day legislative session, including corruption and transparency issues, abortion, increasing penalties for some crimes, and even regulation of the funeral industry.

The session is intended to be primarily focused on the budget.

Martinez sent 36 executive messages to the Senate, officially allowing bills on certain topics. Thirty six is a pretty big group; for comparison, during the 60-day session in 2011, Gov. Martinez issued a total of 48 messages to the Senate. This list does not include messages to the House, of which there were many today. All messages should be posted online sometime in the next couple of days.

Here’s the full list of messages Martinez issued today:

  • Senate Executive Message 1: “relating to regulation of the funeral industry.”
  • Senate Executive Message 2: “enacting the Parental Notification of Abortion Act.”
  • Senate Executive Message 3: “relating to increased penalties for public corruption.”
  • Senate Executive Message 4: “that would give the Governor of the state of New Mexico and local entities authority to ban the sale or use of fireworks during a declared state of emergency.”
  • Senate Executive Message 5: “amending the State Rules Act and the Administrative Procedures Act.”
  • Senate Executive Message 6: “amending the Criminal Code as it pertains to the purchase of firearms.”
  • Senate Executive Message 7: “requiring all meeting agendas subject to the Open Meetings Act to be available to the public at least 72 hours prior to a public meeting.”
  • Senate Executive Message 8: “that removes the statute of limitation when prosecuting crimes of murder in the second degree, voluntary manslaughter, involuntary manslaughter, assisting suicide, child abuse resulting in death and homicide by vehicle.”

  • Senate Executive Message 9: “prohibiting public property or publicly funded programs from being named after a living public official.”
  • Senate Executive Message 10: “revitalizing the Small Business Regulatory Advisory Committee.”
  • Senate Executive Message 11: “increasing penalties for crimes involving child abuse.”
  • Senate Executive Message 12: “relating to the mandatory life imprisonment for three violent felony convictions section in the Criminal Sentencing Act.”
  • Senate Executive Message 13: “allowing electronic records of collection agencies to be maintained at a location where the agency maintains records.”
  • Senate Executive Message 14: “authorizing the State Game Commission to issue two additional Bighorn Sheep enhancement licenses to be issued, one to be sold at auction and the other by raffle.”
  • Senate Executive Message 15: “related to child custody orders involving service members.”
  • Senate Executive Message 16: “amending the Fraud Against Taxpayers Act.”
  • Senate Executive Message 17: “relating to election reform.”
  • Senate Executive Message 18: “relating to adoption service requirements.”
  • Senate Executive Message 19: “extending protections of the application of the Space Flight Informed Consent Act to manufacturers and suppliers of components, services and spacecraft.”
  • Senate Executive Message 20: “expanding the definition of ‘state agency’ in the Sunshine Portal Transparency Act to include any branch of state government.”
  • Senate Executive Message 21: “relating to animal cruelty definitions.”
  • Senate Executive Message 22: “relating to special permits for hay transportation.”
  • Senate Executive Message 23: “amending the Condominium Act to require confirmation that a condominium declaration complies with local zoning and subdivision laws.”
  • Senate Executive Message 24: “relating to mortgage foreclosures.”
  • Senate Executive Message 25: “that removes all political influence from the State Investment Council.”
  • Senate Executive Message 26: “related to boating accident law enforcement.”
  • Senate Executive Message 27: “amending New Mexico’s Life and Health Insurance Guarantee Law.”
  • Senate Executive Message 28: “relating to pension reform.”
  • Senate Executive Message 29: “transferring the functions and duties of the Manufactured Housing Division to the Construction Industries Division of the Regulation and Licensing Department.”
  • Senate Executive Message 30: “prohibiting a public officer or legislator from lobbying for two years following his or her service.”
  • Senate Executive Message 31: “addressing ‘tax lightning.'”
  • Senate Executive Message 32: “related to real estate broker price options.”
  • Senate Executive Message 33: “related to certificate of still birth.”
  • Senate Executive Message 34: “amending the Fraud Against Taxpayers Act.”
  • Senate Executive Message 35: “relating to prescription eye drop refills.”
  • Senate Executive Message 36: “related to water conservation.”
