Third Congressional District Democratic candidate Ben Ray Luján is out with a new TV ad highlighting his experience as chairman of the state’s Public Regulation Commission.

“I believe leadership means taking a stand,” Luján says in the ad. “That’s what I did as the PRC chairman, when we forced Qwest to give millions back to consumers and fought hard to make our state a leader in alternative energy. In Congress, I’ll stand up for
