The secretary of state’s Web site still has Rebecca Vigil-Giron’s photo on it, though Mary Herrera now holds the office. That office has been busy for the last few weeks trying to pay unexpected election bills, and the transition has not been a smooth one, as the two women have traded barbs over budgetary and political disputes.
